Job Summary

The Risk Manager oversees daily operations of the risk management department on the UCSF Fresno Campus, including the administration of processes to reduce overall exposure to risk and improve patient safety. Develops goals and objectives and contributes to strategic long-range planning. 

The UCSF Fresno Risk Manager will provide leadership for risk management practices, oversee and ensure effective execution of risk management processes and programs. The individual will be responsible for developing and managing internal risk management policies and procedures and will be responsible for innovation, new projects/solutions and will identify and lead operational initiatives that mitigate exposure and cost. The Risk Manager will foster a culture of teamwork, service and change management to ensure alignment and execution required to achieve Risk/Professional Liability program goals and monitor potential general liability risks for the UCSF Fresno Campus. The individual will ensure, directly or through others, that University of California Office of the President (UCOP) and UCSF claim-related program initiatives, claim frequency and severity reduction programs are implemented, facilitated and updated.
The Risk Manager will build internal partnerships: actively participate in leadership meetings, cultivate collaborative initiatives and results as well as participate in discussions and decisions as to allocation of responsibility for claims and settlements. 

The Risk Manager will function as the Fresno Campus subject matter expert (SME) for professional and general liability issues, consult and respond to inquiries from physician staff, act as a resource for physicians concerning unfortunate events and potential adverse claims, potential responsibility or lawsuits, charting any general risk management policies and procedures around risk avoidance and/or mitigation. Applies knowledge related to health care risk management and advanced professional concepts to substantial projects, typically at high degrees of complexity. Counsels senior UCSF Fresno campus leadership on major risk factors and processes to prevent risk and liability. Regularly serves on committees.

The Risk Manager will work cooperatively with UCOP, Sedgwick and outside counsel to facilitate investigation and production of required records and documents and acts as point of contact at UCSF Fresno for Sedgwick examiners and defense counsel. Responds to faculty, staff, and trainee concerns regarding potential liability; and patient complaints/grievances involving UCSF Fresno faculty, staff and trainees. Provides consultation and interpretation related to health care laws, UC and affiliated hospital policies.  Oversees UCSF Fresno faculty, staff and trainee participation in UCSF Fresno's unusual occurrence reporting system. Provides affiliates with claims history, medical malpractice coverage and other information relevant to the credentialing of UCSF Fresno physicians.  Monitors complaints, claims and incidents for early interventional opportunities to mitigate exposure. Provides educational in-services to UCSF Fresno faculty, staff and trainees on risk management principles, health care law, and UC affiliated hospital policies. Performs analysis of risk management data and provides reports to management suitable for budgetary and programmatic decision-making.


Department Description

UCSF Fresno is a regional campus of UCSF that is located in the Central San Joaquin Valley and is administered by the Office of the Associate Dean in Fresno. The primary focus of the UCSF Fresno Campus is medical education - with undergraduate, graduate, and post graduate programs, Jr. High and High School pipeline programs, and is the sponsoring institution with oversight for 13 California Area Health Education Centers (AHEC).  The Medical and Dental schools are comprised of 12 academic departments and a multidisciplinary research center. The academic departments consist of 8 medical residency programs, 1 dentistry residency, 11 fellowship programs, medical student programs, San Joaquin Valley PRIME Program, Doctor's Academy, Jr. Doctor's Academy, and California AHEC. 

The Fresno Campus departments include Information Technology (local, SOM and enterprise); Campus Life Services (housing; facilities; wellness; security; environment, health & safety); Professional, General, and Employer Risk Management Services; Development & Alumni Relations; and the Hildebrand Medical Library. 

The clinical enterprise consists of the Alzheimer Center, Hillblom Center for the Biology of Aging and Neurology Services. 

The UCSF Fresno Risk Management Department has two primary functions 1) to minimize financial exposure to the UCSF School of Medicine, UCSF Fresno Campus, UCSF Fresno clinical sites, and UCSF affiliates arising from professional liability matters, and 2) to serve in an active cooperative liaison capacity between UCOP and UCSF Risk Management Services, University faculty, staff, and trainees and the quality assurance, quality improvement and risk management programs of UCSF-Fresno's affiliates.  


Required Qualifications

  • Bachelor's degree in healthcare management, health care administration or related area and 8+ years of relevant experience, or an equivalent combination of education and experience
  • Minimum 5 years' experience in hospital risk management, quality management or claims management program, or comparable experience
  • Broad knowledge of risk management and claims management concepts
  • Comprehensive knowledge of relevant risk management industry federal, state, and local laws and regulations. Ability to apply policy knowledge to suggest improvements to risk management compliance and regulatory issues
  • Established leadership skills in employee supervision and HR administration to effectively manage, lead, and motivate others. Conflict resolution skills to resolve personnel issues and counsel assigned staff to develop cooperative working relationships
  • Proven project management and customer service skills to effectively manage multiple priorities in a complex, challenging environment. Demonstrates adaptability and flexibility, anticipates and effectively handles change
  • Proficient with Microsoft Word, Excel, PowerPoint, databases for use in development of reports and training
  • Established ability to organize department operations in an efficient and effective manner through improving risk management processes, procedures, and systems
  • Skills to collaborate within and across departments/organizations to coordinate risk management activities and resolve problems. Interpersonal skills to maintain professional relationships with peers, patients, multidisciplinary team members, senior management, and assigned staff
  • Proven analytical abilities and problem-solving skills to quickly evaluate complex issues and identify options for resolution. Demonstrates sound judgement
  • Verbal and written communication skills to effectively communicate through all mediums and with all groups. Abilities to listen actively, persuade, advise, counsel, and influence all levels of staff. Exceptional ability to represent institutional concerns persuasively to internal and external parties
  • Proven ability to maintain confidentiality with regard to sensitive issues and information and exercise discretion, tact, and ability to deal with sensitive or potentially sensitive issues
  • Evidence of leadership, crisis management, quick thinking, calmness under pressure, creativity, integrity, initiative, flexibility and problem-solving skills

Preferred Qualifications

  • CA Nursing license and/or CA State Bar license
  • Certified Professional in Health Care Risk Management (CPHRM)
