Job Summary

We are seeking a motivated Program Manager to join Purdue’s Research Security team. This is an opportunity to build a new university program by establishing cross-cutting policies and procedures to help ensure Purdue’s compliance with federal requirements. The Research Security Program Manager will be responsible for assisting in the day-to-day operational activities of the campus research security compliance program. This position will help formulate, organize, and monitor Purdue’s research security program.  The Program Manager will work with the Associate Director to help set suitable goals and strategies for the research security program.  This position will help coordinate research security workflow, responses to leadership requests, outreach and training, certifications, and any other measures required to ensure compliance with federal regulations and sponsoring agency policies and procedures related to research security and export controls.
 


Work Location: On-site West Lafayette, Indiana. This position is eligible for hybrid remote work or to work in the office, subject to change in the future based on university policy and business needs.

 

Duties and Responsibilities 

  • Manage and provide oversight for the research security leadership and governance groups’ convenings, including gathering data, compiling reports, and tracking progress 
  • Maintain Purdue research security records, including planning documents, federal reporting requirements for foreign engagement, cybersecurity, foreign travel security, research security training, and export control training 
  • Identify violations of applicable laws, regulations, policies, rules, or guidelines related to research security
  • Work with SPS to review grant proposals for compliance with federal, state, and university foreign engagement requirements
  • Conduct research security reviews of international travel and visitor requests for compliance with all US sanctions, foreign influence, and security requirements
  • Perform risk analyses for international engagements
  • Draft and monitor foreign influence mitigation plans and responses to federal agencies
  • Monitor, assess, and communicate changes in research security laws and policies; and work with the Associate Director for Research Security to build awareness and implement any changes required to ensure university compliance 
  • Participate in campus committees and other research security-related activities to help maintain campus awareness of matters relating to foreign influence
  • Coordinate with various Purdue offices, departments, and researchers to implement research security travel, cybersecurity, and training requirements
  • Lead research security staff as they coordinate outreach, training, and federal reporting
  • Serve as a back-up for the Associate Director and support the research security program via other related duties as assigned
  • Regularly review and update the research security compliance manual and operating procedures, making continual recommendations to improve consistency and compliance

Qualifications

Required:

  • Master’s degree in a relevant field 
  • Five years of regulatory compliance experience and project management experience 
  • Equivalent combinations of education and experience will be considered
  • Experience in research compliance, research administration, and/or higher education
  • Ability to work with various university stakeholders in an effort to build new processes
  • Maintains a high degree of professionalism 
  • Seeks to acquire knowledge in the area of specialty
  • Demonstrates a high level of accuracy, even under pressure
  • Commitment to maintaining confidentiality
  • Understanding of US research security and export control requirements, policies, and federal regulations, including, but not limited to: NSPM-33, CHIPS and Science Act, NDAAs, ITAR, and EAR

Preferred

  • Ph.D. or JD
