Position Summary

We are seeking a Research Scholar (RS) of Data Innovation for the Family Planning Country Action Process Evaluation (FP CAPE) Project. FP CAPE is funded by the Bill & Melinda Gates Foundation to evaluate their portfolio of family planning investments in Nigeria and the Democratic Republic of Congo (DRC). The position is based at the Carolina Population Center ( of the University of North Carolina at Chapel Hill. The FP CAPE Project focuses on the following main areas: (1) Generate evidence on the how and why the Bill and Melinda Gates Foundation (BMGF) FP investments are or are not driving change in key outcomes, most notably modern contraceptive use, across geographies; (2) Provide information to the grantees, the BMGF, government, and other stakeholders in the FP sector to inform programmatic decisions and future strategies; (3) Further global knowledge on both how programs improve access, quality, and utilization of family planning services as well as how to improve process evaluations of complex interventions.

The RS will work closely with FP CAPE staff both in Chapel Hill and in Nigeria and the DRC.

S/he will lead the FP CAPE team’s data innovation strategies. This includes providing technical leadership to sub-groups within the FP CAPE team to design research questions, and to select or identify existing/new methods of data collection and analysis. The RS will also provide technical assistance to the team in the translation and presentation of key evaluation findings to BMGF, in-country partners and the global family planning community. This person will report to the Associate Technical Director.

Educational Requirements

A PhD degree in business, marketing, economics, public health or in a related discipline is preferable, although a Masters degree will be considered if the applicant has at least 10 years of relevant research experience, including statistical methods for data analysis and experience working in sub-Saharan Africa.

Qualifications and Experience

The candidate should have 6 years of directly related experience. Experience in the private sector or management consulting is highly desirable, particularly with conducting analyses and presenting data and recommendations to clients. The candidate should be a self-starter with a proven record of identifying and implementing creative solutions to challenging problems. The candidate must have extensive training and experience in evaluation research and quantitative methods. Experience in qualitative methods is desirable but not required. Strong technical writing and presentation skills are required. Adept communication and interpersonal skills are also required.

Ability to work independently; manage projects with minimal supervision; mentor and work with junior staff are required. Fluency in English required, French language fluency preferred but not required. Availability to travel internationally approximately 25% time.
