Posting Summary
Rutgers, The State University of New Jersey is seeking a Research Project Manager for the Institute of Health, Health Care Policy and Aging Research. The Research Project Manager at the Center for Health Services Research serves as for multiple large, complex health services research studies involving longitudinal modeling of extremely large healthcare datasets in support of multiple research grants funded by NIH and other competitive funders. The incumbent will develop and implement statistical analyses and modeling of exposures, treatments, and healthcare outcomes, serving as a core member of investigative teams for several major health services research studies, and providing biostatistical expertise and support to investigative teams. The incumbent will provide biostatistical consultation and expertise to research teams; develop modeling approaches best suited to data and inferential challenges in making appropriate inferences to address study research questions and hypotheses; collaborate with faculty investigators in planning and implementing complex health services research analyses; implement research analyses of large healthcare datasets incorporating billions of records; designing and conducting statistical modeling of patient level outcomes and utilization; writing of journal articles reporting results, along with related project documents; and development of funding applications to extend current lines of research. 
Among the key duties of the position are the following:
  • Under the direction of the Director, Associate Director, and/or principal Investigator, the incumbent implements complex statistical analyses of health care claims data including millions of Medicare and Medicaid claims and other research data; interfaces with scientific collaborators at other institutions; and prepares reports of analytic results.
  • Contributes to project analytic planning including taking the lead on the data analysis of assigned projects with particular emphasis on integrated health care claims data; understands and keeps abreast of all federal state, agency, grant, and center standards for ensuring data privacy protection; and collaborates with other members of the investigative team in developing projects that expand the Center’s big data capabilities and capacity to address data-based health services and policy issues. 
  • Biostatistical analysis and modeling in SAS software to apply appropriate biostatistical and dataset organization methods to longitudinal data analysis, data linkage across large datasets, construction of medication use calendars, and statistical modeling of outcomes.
  • Develops and implements biostatistical approaches to address inferential and data challenges in estimating effects of exposures and treatments on outcomes, and supporting valid estimation and modeling for complex health services research studies.
  • Conducts relevant literature reviews to inform cohort selection, variable definitions, and analytic methods. 
  • Develops and manages project workplans for carrying out analyses of data; and provides technical advice to faculty researchers. 
  • Drafts analytic sections of grant applications including Measures and Statistical Analysis Plans, timetables, and Gantt charts; provides project management to ensure timely completion of project and paper timelines, keeping other project team members informed about the progress of analyses and results; and is a primary or secondary author for refereed publications of original, high-quality scholarship.
  • Significant additional contributions appropriate to the research program include generating independent research ideas in coordination with principal investigators and chair and demonstrating a high level of initiative and ability to work independently.

Qualifications


Minimum Education and Experience
  • Masters degree in Biostatistics, Economics, Statistics or related field
  • Minimum of 2 years experience in application of biostatistical methods to clinical or population health research.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Experience with biostatistical methods appropriate to Center’s health services research studies including survival analysis, proportional hazards modeling, and multilevel modeling.
  • High level of expertise in application of SAS to biostatistical analysis of health services research data to address health services research questions, with multiple years of analytic experience using SAS. Familiarity with SQL.
  • Communicates with excellent interpersonal and multidisciplinary project skills.
  • Detail-oriented, entrepreneurial, adaptable, and innovative.
  • Prior success in collaborating on complex projects with multiple stakeholders.
  • Possesses strong skills in written and verbal communication.
  • Demonstrated record of productivity as first author on one or more scholarly peer-review publications.
  • Must be flexible and efficient in a fast-paced academic environment.
  • Experience in development of federal funding applications, including drafting of relevant funding application sections.
Preferred Qualifications
  • Experienced in the use of Medicaid, Medicare, private insurance claims data, electronic medical record data) and data linkages of very large datasets.
  • Experience with large database management
  • Experience developing and writing funding proposals.
  • Experience in drafting dissemination products for a variety of audiences, including scientific peers, health policy leaders, clinicians and providers as well as patients and families.
  • Experience with analytic methods for analysis of healthcare episodes in healthcare claims data, including definition of index events, construction of lookback periods, and longitudinal analysis of outcomes within episodes. Experience with analysis of healthcare utilization and with integration of geographically based data with individual level healthcare datasets to support multilevel analyses. Knowledge of health services research methods applied to behavioral health studies.
