Job Title : Research Project Manager 3

PRIMARY PURPOSE :

The Penn State College of Medicine, Department of Cellular and Molecular Physiology in Hershey, PA is seeking a Research Project Manager 3. This role provides ongoing research project management for Research Development with oversight from the Director of Research Development and Associate Dean for Interdisciplinary Research. This includes managing the College of Medicine (COM) internal grants program, coordination of limited submissions in conjunction with University Park, development of new collaborative opportunities within COM and between COM and external partners, and shared oversight with the Research Concierge Administrator for developing and implementing training for various funding agencies and mechanisms and dissemination of funding and training opportunities.

ESSENTIAL FUNCTIONS:

  • Create, review/edit, and advertise funding opportunities to investigators.
  • Advise on the strength/viability of research proposals submitted to Research Development or the OVDRGS for institutional endorsement or funding support.
  • Liaise with the OVDRGS and the Penn State TSF CURE Fund Manager to provide updates on eligible projects and provide support for strategic planning.
  • Advise investigators and administrators on research outcomes methodologies, available data, and other resources
  • Liaise or negotiate with external organizations to establish and maintain relationships for the benefit of advancing research, funding or collaboration opportunities for investigators across COM;
  • Review and make recommendations for planning and implementing research outcomes studies.
  • Collaborate/consult with researchers by reviewing, evaluating and making recommendations for project/program initiatives
  • Provide project management and leadership support to RD-endorsed projects (e.g., Elsevier Pure, SciVal and Funding Institutional) as well as investigator-initiated projects and programs,, to include reporting and providing technical support/training as appropriate.
  • Receive, review/edit, and post faculty investigator profile requests for Pure; perform monthly and annual updates to master data for Pure
  • Develop dashboards and establish reporting expectations for research analytics based on scholarly output using Pure and SciVal
  • Perform research analytics based on scholarly output and train super-users in high demand units to perform unit-level analyses and benchmarking;
  • Prepare proposals and budgets; research plans, cost estimates, budget justifications, and statements of work for RD initiatives and individual research programs/projects selected for support from OVDRGS.
  • Contribute to operations affected by project/program; work with individuals internal and external to project/program to exchange information, solve problems, resolve conflicts, develop workflow processes, allocate department resources across projects, and ensure efficient and effective implementations of initiatives
  • Contribute to strategic planning for projects/programs
  • Maintain appropriate documents and create reports
  • Supervise project/program staff including hiring, training, supervising, evaluating, and developing staff
  • Manage day-to-day business processes and activities related to the Research Development portfolio, including finance, HR, facilities, IT operations and business continuity.
  • Advise senior management on a variety of operational, human resources, and financial issues related to the Research Development accordingly.
  • Work with the RD Director and OVDRGS to develop and implement policies and procedures related to RD operations.
  • Work with RD Director, OVDRGS and RD staff to roll out consistent communications with customers on updates to policies, procedures, services, deadlines, workflows, etc. 
  • Work with the RD Director to create and update a 3-5 year strategic plan looking at training needs and planning, succession planning, and workflow improvements to prepare for current state and future state growth in investigator recruitment and retention.
  • Develop and implement metrics reporting for RD, including information on total research proposals reviewed and improved and outcomes of RD intervention on success of submissions. 
  • Analyze data collected and review with RD and OVDRGS to set performance targets for RD department.
  • Line manage RD support staff.
  • Attend and represent Research Development at a variety of meetings as needed to share data updates, facilitate project management support, or special projects execution, and/or sit on committees as needed. 
  • Attend National Research Development meetings for professional development and to bring new practices and ideas back to the institution
  • Identify, pursue and achieve scholarly outcomes (publications and presentations) related to research development practices

TYPICAL EDUCATION & EXPERIENCE

4+ years related experience

Master's Degree or higher

Or an equivalent combination of education and experience

PREFERRED QUALIFICATIONS:

Master’s degree or higher

10+ years relevant experience   

Master’s or PhD in biomedical or related science

Experience with data visualization

KNOWLEDGE SKILLS & ABILITIES:

Continuous learning with regard to funding of biomedical, clinical, translational, health services and systems research, and educational research in these topic areas.

Structured data management skills

Experience with excel and online publishing tools

Extreme attention to accuracy

Ability and judgement to navigate issues of conflict and confidentiality

Working knowledge of other research support activities, e.g., pre- and post-award, compliance, workforce development
