Department Overview

The position manages, human resources, and administrative operations for the Center for Regenerative Medicine (CRM). This research center reports to the Senior Vice President for Research (SVPR) and is a critical scientific center at OHSU; this position will be responsible for communications with high level internal and external personnel and must operate with great accuracy and efficiency.


Function/Duties of Position

The Program Manager (PM) is a highly organized and motivated research professional with strong interpersonal and critical thinking skills who manages research adminiatration efforts for the Center for Regenerative Medicine (CRM) and its Biomedical Advanced Research and Development Authority (BARDA)/Philips program on artificial intelligence (AI).

The PM works under the Finance and Administrative Manager within the Center for Regenerative Medicine and manages federal and industry grant finances including budget development and expenditure tracking to ensure the financial feasiblilty of projects. The PM is responsible for human resource activities which include onboarding of new research personnel. The PM will assist the Senior Program Manager to facilitate the tasks for the BARDA/Philips project, which include participating in weekly meetings, scribing and distribution of meeting minutes, contract and subaward submissions to keep clinical trials activities on schedule.

Research Administration management:

  • Performs research administration required for scientific program awards.
  • Assists Senior Program Manager in obtaining and maintaining all research contracts and subawards.
  • Manages the internal routing process for signatures and contract execution.
  • Manages Notice of Award documents for all grants within the Center.
  • Adjusts labor schedules according to grant budgets, submits JE adjustments, completes effort statements (twice per year).
  • Drafts PDs for new and updates PDs for existing research personnel.
  • Manages the hiring process and onboarding of all new research personnel.
  • Updates CANDID for faculty and manages timekeeping.

Grants financial management:

  • Assists the CRM Finance and Administrative Manager and scientists in developing budgets for grants and industry-sponsored trials.
  • Tracks research project budgets and expenditures for currently funded studies with the Finance and Administrative Manager including planning for new employee recruitment, and budget forecasting.
  • Works with OHSU Foundation personnel to ensure research donations are received and recorded in appropriate accounts and spent according to donation restrictions.

Program Management:

  • Works with the Senior Program Manager on the tasks for each BARDA research program to facilitate their successful completion.
  • Attends weekly site meetings, drafts meeting minutes and distributes them in a timely manner to keep project on schedule according to WBS, identifying issues that may put programs at risk, including the need for additional personnel.
  • Tracks and supports the submission of pre-clinical and clinical protocols. Supports research activities with collaborating clinical and research sites, government and commercial sponsors and OHSU clinical units.

Required Qualifications

Education:

  • Master's degree in relevant field and 3 years of relevant experience OR equivalent combination of Bachelor's degree in conjunction with training and experience may be considered.

Experience:

  • Experience in project management, research administration and human resources.

  • Excellent communication, both written and verbal with fluency in English.
  • Strong computer skills and advanced MS Office (Word, PowerPoint, Excel) expertise.
  • Ability to work effectively both independently and as a team with great accuracy and efficiency.
  • Ability to operate and communicate effectively and professionally while meeting multiple deadlines and completing projects simultaneously.
  • Ability to prioritize and balance multiple tasks with interruptions.
  • Proven ability to link projects and identify project interdependencies.

Preferred Qualifications

Job Related Knowledge, Skills and Abilities (Competencies):

  • Expertise and experience in MS Excel and MS project and/or SmartSheet.
  • Experience working with OHSU management/organizational technology (e.g., Kronos, Oracle).
  • Familiarity with grant preparation and submission processes.
  • Familiarity with institutional review board (IRB) and Institutional Animal Care and Use Committee (IACUC) processes.

Registrations, Certifications and/or Licenses:

  • SoCRA or equivalent.
