Job Summary

Under the direction of the Director of Research Compliance, the Research Compliance and Export Control Specialist will assess, analyze, support, and coordinate research compliance and export control matters. The Research Compliance and Export Control Specialist is independently responsible for preparing and delivering documentation originating from the Research Compliance Unit (including IRB reliance agreements, Conflict of Interest management plans, and technology control plans), as well as assisting and advising the SJSU Research Foundation and Stateside Administrative Units with contract and agreement terms related to Research Compliance (e.g. export control, human stem cells, individual or institutional conflicts of interest, international engagements, etc.). Job duties will also include training and educating faculty, students and staff on matters related to research compliance and export control, including the development of online tools, webinars, and in-person training sessions.

This position may work a hybrid telecommuting work schedule, dependent on department need. This agreement will be reviewed annually and must be approved by University Personnel. For additional information on the telecommuting policy, please click here .    

 

Key Responsibilities

  • Provide export control technical consultation to faculty, students and staff on export control, including matters related to research-related international travel, shipments and collaborations; purchases for research; visiting students and scholars; export control terms in proposals, contracts, and agreements related to research.
  • Provide oversight and monitoring of export control processes related to research.
  • Triage compliance issues and suspected export control violations for escalation.
  • Coordinate all activities related to IRB reliance agreements in support of the human protections analyst.
  • Engage with collaborating institutions and entities to negotiate IRB reliance agreements terms
  • Work with staff within the SJSU Division of Research and Innovation, SJSU faculty, and private companies to negotiate, draft, and coordinate management plans that comply with all applicable federal and California State Regulations
  • Create content for the Research Compliance Unit website
  • Develop and present training seminars and workshops for investigators on research compliance
  • Provide regulatory, ethical, and practical advice to faculty, staff, and students related to the preparation of research proposals and ongoing research activities

 

Knowledge, Skills & Abilities

  • Ability to research, interpret, and implement regulations, policies, and guidelines related to federal and state Conflict of Interest laws and regulations.
  • Knowledge in human subject research protections and knowledge of NIH and other funding agency regulations relating to clinical trials.
  • Knowledge of U.S. trade controls, including International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Asset Control (OFAC) regulations to provide analytical support to ensure compliance with internal policies and federal regulations.
  • Analytical skill to extract, interpret, and evaluate data from a variety of sources to independently summarize information
  • Critical thinking skills to make decisions and develop recommendations and formulate corrective actions based on understanding of regulations and policies, analysis of information, and awareness of current issues.
  • Thorough knowledge of applications and information systems used for word processing, spreadsheets, database management, form creation, document preservation, and web content development and management.
  • Excellent oral and written communication skills.
  • Ability to organize, compose, and appropriately format correspondence and reports.
  • Ability to handle multiple work priorities, organize/plan work, and manage projects.
  • Ability to perform efficiently and accurately in a detail-oriented environment.
  • Ability to serve as a key point of contact to SJSU affiliates and the public
  • Excellent customer service and public relations skills.
  • Effective presentation skills and ability to interpret and convey complex principles to specialized and general audiences.
  • Ability to utilize applications for creating, organizing, and conducting presentations both online and in-person.

 

Required Qualifications

  • A bachelor's degree and/or equivalent training
  • Six years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs

 

Preferred Qualifications

  • Master’s Degree, JD, or PhD
  • Experience working with export control regulations (EAR, ITAR, OFAC)
  • Experience in a research or R&D environment
  • Research Compliance related certifications (CIP, ECoP, etc.)

 

Compensation

Classification: Administrative Analyst/Specialist – Exempt III
Anticipated Hiring Range: $7,000/month - $8,081/month
Salary Range: $5,908/month - $11,481/month
