FULL-TIME/PERMANENT FISH & WILDLIFE BIOLOGIST 4 (BIO4) REGION 5 HATCHERY MONITORING & EVALUATION (M&E) BIOLOGIST Fish Program - Hatcheries Division Ridgefield, Washington is the current duty station, however, depending on the successful candidate, we would also consider Clark, Cowlitz, Wahkiakum, Skamania, Lewis, & Thurston Counties. Develop and lead the Hatchery Monitoring and Evaluation (M&E) team of biologists and technicians at the Regional Hatchery Complex! Ensure that salmonid hatcheries, and the products produced, are managed using scientific principles within an ecosystem context – protecting, restoring and enhancing fish populations. With that in mind, Picture yourself implementing the comprehensive monitoring and evaluation program within the Region 5 complex and associated watersheds in conjunction with Regional Management and Science Division staff. In this dynamic role you will be responsible for the successful development and execution of monitoring activities to evaluate the efficacy of salmon and steelhead hatchery programs. You thrive on building collaboration and teamwork, provide scientifically defensible analysis and recommendations to WDFW lead scientists, managers, and policy makers regarding salmon and hatchery management, research studies, fish population status, or other related issues. Duties: Our Region 5 Hatchery Monitoring & Evaluation (M&E) Biologist, Serve as the Hatchery Monitoring and Evaluation (M&E) Team Leader: Ensure the Statewide Hatchery M&E Plan is developed and implemented in accordance with agency plans and policies. Consult with Science Division staff as required to ensure consistency and scientific rigor across the region and between westside regions. Work directly with Fish Management and Hatchery Division staff to ensure data quality and quantity meet the requirements of the hatchery M&E Plan. Implement the Hatchery Monitoring and Evaluation Program: Refine, develop, coordinate, and perform activities in accordance with the hatchery M&E Plan. Coordinate with Regional team and Headquarters Science team to formulate, adapt, and modify existing programs and mathematical models for use in estimating and forecasting fish abundance and population levels. Build effective workgroups within the hatchery M&E Team, with focus on professional development of subordinates. Collaboration and Communication: Collaborate with regional fish management, hatchery, and science division staff to support and find efficiencies with existing monitoring work being conducted in the region (i.e., Viable Salmonid Population VSP monitoring) with the goal of avoiding duplicative work. General Administrative, Fiscal, Compliance, and Supervision: Develop annual work plans and budgets, complete hiring, supervising, and training of staff and assign work. Enhance and Promote Research under an Adaptive Management Process: Develop, design, conduct, and manage research studies focused on key uncertainties associated with hatchery programs in consultation with Science Division and Regional management staff. WORKING CONDITIONS: Work Setting, including hazards: The position works primarily in an office setting, but some field work may be required, including working at hatcheries, walking streams, wading, and working outdoors in inclement weather. Must be able to negotiate water in emergency situations. Schedule: The core work hours for this position are Monday through Friday between 8:00 a.m. and 5:00 p.m. Work outside of these hours may be assigned as needed to complete work tasks and may include night and weekend hours. Leave requests and approvals will be processed as outlined in agency policy and the effective Collective Bargaining Agreement. Travel Requirements: Travel will be required to visit hatchery facilities, assist with fieldwork, to attend conferences, training, or other activities. Tools and Equipment: Standard office equipment, personal computer, some field equipment such as knives, Passive Integrated Transponders (PIT) tag needles, Coded Wire Tag (CWT) and PIT tag detectors. Customer Interactions: Interacts with the public when in the field, and at times in the hatchery environment.
Qualifications
REQUIRED QUALIFICATIONS: A Bachelor's degree in fisheries, wildlife management, natural resource science, data management, environmental science or related field. AND Five (5) years of professional experience in at least one (1) of the following, or similarly related field: Fish management, fish research, or fish data management. Wildlife management, wildlife research, or wildlife data management. Habitat management, habitat research, or habitat data management. OR Four years as a Fish & Wildlife Biologist 3 Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis. A Master’s degree in the applicable science will substitute for one (1) year of the required experience. A Ph.D. in the applicable science will substitute for two (2) years of the required experience. Certifications/Licenses: A valid driver’s license. PREFERRED QUALIFICATIONS: Demonstrated experience: Leading a large research team focused on complex issues related to hatchery and wild salmon and steelhead. With technical writing, oral presentations, and publishing manuscripts. Demonstrated ability to represent agency issues and positions within highly technical forums and informal meetings. Conducting data analysis and statistical methodology. Knowledge of: Pacific Northwest fishes, species life history, population dynamics, habitats, and fish species identification. Ecological interactions, both demonstrated and theoretical, and the mechanisms of positive and negative interactions within and between species. The theory of domestication selection and its impacts to both natural and artificial salmonid production. The policy and regulatory implications of research results and ability to collaborate on making necessary changes. The scientific method and experience with experimental design.
