Recruiting Manager (Research) and Client Relations

POSITION OBJECTIVE

The Recruiting Manager is responsible for full-cycle recruiting of talent for research positions, as well as other areas of the university as assigned by the VP for Human Resources. The manager will focus on School of Medicine staff recruitments and create an environment of excellence in the delivery of employment solutions, services, and resources; and lead special projects. The manager will meet School of Medicine (clients') needs by finding candidates that match Case Western Reserve University’s organizational culture and open job positions. The manager will need to make sound recruitment decisions as well as demonstrate excellent communication, management, and problem-solving skills.

 

ESSENTIAL FUNCTIONS

  • Engage the stakeholder / client in the development of staffing and hiring plans. Develop and manage the School of Medicine research personnel resource plan and evaluate progress/outcomes against hiring needs. Build relationship with chairs, researchers and administrators. Lead and guide the client through the process of identifying the staffing needs, preparing job descriptions defining the talent and skills needed, considering budget and advising on compensation parameters, and developing a recruitment strategy to attract a diverse applicant pool. Collaborate with others across the university to include in the strategic planning process as necessary. Maintain relationships to influence and impact successful employment process and hiring. (30%)
  • Develop sourcing and recruitment strategies to meet the client needs. Considering multiple variables (i.e. talent needs, labor market considers, applicant diversity, etc.). Identify and leverage resources, such as advertising, college recruitment, local agencies, and industry partnerships. Source candidates and actively recruit a diverse qualified applicant pool. Develop a pool of qualified research candidates in advance of need. Research and implement new recruiting sources for active and passive candidates. Build networks to find qualified passive candidates. Oversee outreach initiatives and programs to attract a diverse applicant pool (i.e. minorities, women, veterans, individuals with disabilities, LGBTQ community, etc.). (15%)
  • Responsible for full-cycle recruiting of talent for research positions. Provide guidance to managers on all matters related to employment including interpretation of human resources policies and procedures, affirmative action, interviewing and employment laws. Execute recruiting plans for research positions and assigned areas. Meet and conduct regular follow-up with research managers to determine the effectiveness of recruiting plans and implementation. Screen and evaluate resumes of research positions and other positions as assigned by VP.  Review and analyze candidates’ qualifications against job requirements for appropriate matches. Evaluate candidate credentials and determine position eligibility for new hires and internal transfers. Conduct prescreening phone interviews and/or campus interviews. Ensure all pertinent applicant and interview data is recorded in the Human Resources Information System (HRIS). Submit and present the best qualified candidates to hiring managers. Advise in interviewing and selecting employees. Perform reference and background checks for potential employees. Conduct salary analysis, ensure university equity, and determine total compensation package for potential new hires and internal transfers. Manage negotiation of employment terms with candidates. Prepare and deliver letters and correspondence. Prepare and send offer packages and orientation materials. (15%)
  • Lead long-term and short-term strategic projects as assigned by the VP for Human Resources and Chief of Staff. Document project scope, timelines and deliverables. Collaborate with appropriate stakeholders. Research/facilitate projects, monitor and proactively address tasks/milestones, provide regular update reports/communications, and present findings to leadership.  (20%)
  • Serve as expert resource; mentor and guide the employment team in delivering superior service; support an environment of teamwork, support, and collaboration. Provide and facilitate solutions for escalated issues. Collaborate with employment team in implementing recruitment and hiring strategies. (10%)
  • Develop and enhance methods to solicit feedback from hiring managers, administrators, new hires, and other customers. Manage and administer satisfaction surveys to hiring managers with quantifiable goals and actionable feedback. Utilize data to evaluate services such as timeliness, communication, and quality. Summarize results and present recommendations and strategies to improve processes and enhance the employment image and reputation. Collaborate and share trends with human resources management, hiring managers, and other interested parties. Monitor recruitment metrics (e.g. time to fill). Utilize data analytics to consider improvements and propose changes to process quality and efficiency. (5%)
  • Design, develop, and deliver employment training for CWRU departments, hiring managers and internal employee applicants (i.e. hiring process, interviewing, resume writing, etc.) and retention techniques. Oversee training logistics. When applicable, work with other human resources departments for more comprehensive training series. Ensure training materials are accurate and up to date. (5%)

    CONTACTS

    Department: Frequent contact with employment staff for collaboration and consultation and regular contact within all other functional areas of human resources for collaboration.

    University: Collaborate and coordinate employment process through other key departments, such as the Office of Inclusion, Equal Opportunity and Diversity, Attorney’s office, Health Services, and Environmental Health and Safety. Frequent contact with faculty, hiring managers, staff and internal applicants to explain policy and procedure.

    External: Regular contact with external applicants interested in career opportunities at Case Western Reserve University. Frequent contact with recruiting networks and job candidates regarding employment matters, and candidates’ references for background verification. Contact with professional references, organizations and vendor partners. Occasional contact with peer institutions and other organizations when researching, soliciting and/or providing data.

    Students: Little or no student interaction.

     

    SUPERVISORY RESPONSIBILITIES

    No direct supervisory responsibility.

     

    QUALIFICAITONS

    Experience: 3 years of related experience, preferably in human resources and employment related activities. Experience supervising others.

    Education: Bachelor's degree required.

    This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
