Position Summary

The Public Safety Officer is responsible for the patrolling college owned property to control access; protect college personnel; prevent against loss or damage of equipment and material; provide routine assistance and emergency services to employees, students, and visitors; enforce traffic, parking regulations, and Student Code of Conduct violations; provide pedestrian and vehicular traffic control, both routine and during special events and emergency situations; operate the emergency communications system and related peripheral equipment to receive and transmit messages; monitor alarms and CCTV systems; answer "9-1-1" calls; investigate and detain persons for violations of the law or Student Code of Conduct; maintain liaison with county police and local citizens to support cooperative efforts; issue controlled keys and permits in accordance with department procedures; maintain department vehicles and equipment in terms of safe operation, appearance, security, and preventive maintenance; prepare documentation and write reports for crimes and incidents.

This position is for the evening shift (2:45 pm-10:45 pm).

Job Duties and Responsibilities

Proactively engage in various crime prevention activities that include patrolling buildings and parking lots and enforcing parking regulations. Provide pedestrian and vehicular traffic control. Respond to calls for service and take appropriate action to protect students, staff, and visitors from harm and/or prevent further destruction or loss of property. Communicate effectively with students, staff, and visitors of the college community by giving information and directions and/or mediating disputes.

Perform preliminary investigation of security-related incidents to include recognizing and preserving physical evidence, identifying and confiscating contraband when discovered, interviewing and taking statements from victims, witnesses, and suspects, initiating and advising of administrative/judicial processes, and composing detailed, narrative reports for all incidents.

Operate the department's Computer Aided Dispatch system to answer emergency and non-emergency calls from the public for police, fire, and EMS response. Appropriately code, record, and dispatch all calls for service and officer's actions. Participate in scheduled testing of the college's emergency communications system (blue phones), and report inoperable equipment to appropriate college personnel. Maintain records regarding issued equipment and keys.

Actively participate in college-supported public safety activities and programs, including Bike Patrol, Color Guard, Rape Awareness Defense (RAD) program, becoming a certified instructor, field training officer, EMT/EMR, or other programs approved by the Chief of Police.

Maintain department vehicles and equipment, in terms of safe operation, appearance, security, and preventive maintenance.

Required Qualifications:

High school diploma or GED

Three years experience in police, corrections, security, military, or customer service work that involved following written procedures, rules, or regulations, in contact with coworkers or members of the public, with responsibility for providing services, responding to inquiries or obtaining information.

Knowledge of grammar sufficient to write investigative reports.

A clean police record is required. Must meet eligibility requirements to obtain a Maryland Special Police Commission.

A valid driver’s license is required.

Preferred Qualifications:

Three years experience in police, corrections, security, or military work that involved protecting property, equipment, or materials while making judgments based on the application of directions, rules, regulations, or laws.

Experience performing patrol functions to include: foot patrol to physically check buildings; climbing flights of stairs; sitting or standing for long periods of time; physically pushing, pulling, picking up and/or carrying large objects or equipment; administering emergency first aid.

Experience communicating effectively to gather information, give directions, mediate disputes, and advise on criminal administrative processes.

Experience utilizing various types of public safety equipment (e.g., two-way radio, handcuffs, baton, and O.C. spray).

This position has been designated as an “Essential Employee.” Due to staffing shortages, the Incumbent must be able to work flexible rotating hours, including evenings, nights, weekends, college closings, and required overtime.

A background security investigation, including a fingerprint check, psychological exam, reference check, and medical exam, must be successfully completed. The appointment will be subject to favorable adjudication.

Must successfully pass a Public Safety Officer Field Training program including 160 hours of on-the-job training. Must successfully pass all mandatory entry-level training and annual retraining programs.
