Job Summary

The Public Policy Analyst uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures. The Public Policy Analyst is responsible for managing a number of issue-driven committees and task forces composed of UCSF faculty. While effectively collaborating with committee chairs, the individual researches, analyzes, tracks and drafts communications, reports and data related to a wide range of topics, including teaching, research, clinical care, and the faculty experience at UCSF. Senate public policy analysts also work closely with other Senate colleagues, campus administrators, and UCSF staff to ensure effective shared governance at UCSF and must demonstrate good judgment in selecting methods and techniques for obtaining solutions. 

The Public Policy Analyst will primarily deal with policies, programs and proposals which are complex in nature and diverse in scope. Working closely with Senate faculty leaders and administrators, develops new programs, policies or procedures for possible implementation.

Department Description

The Academic Senate Office provides professional analytical support for UCSF faculty participation in the Academic Senate, which represents the voice of the faculty in shared governance in the UC System and at UCSF. The Academic Senate participates in a robust legislative system of shared governance with the Administration through a legislative committee structure. The Senate provides a mechanism for faculty to engage in campus leadership, and is a major communications node between the faculty and the Administration. The UCSF Academic Senate regularly engages directly with faculty, the campus administration, the University of California Office of the President (UCOP) on local, state, and national issues related to graduate and health sciences professional education, scientific research, and clinical care.


Required Qualifications

•    Bachelor's degree in related area and /or equivalent experience/training
•    3 or more years of related work experience
•    Strong policy analysis techniques
•    Experience related to higher education, graduate education, and/or scientific research
•    Working knowledge of administrative procedures and processes including word processing, spreadsheet and database applications
•    Proficiency in MS Word, Excel, and database management
•    Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals/analyses
•    Ability to learn organization-specific and other computer application programs.
•    Strong communication and interpersonal skills to communicate logically and effectively, both verbally and in writing
•    Ability to use discretion and maintain all confidentiality
•    Analytical/problem-solving skills
•    Ability to multi-task with demanding timeframes


Preferred Qualifications

•    Experience in a public policy and/or legislative/government agency or government-interfacing non-profit environment
•    Graduate degree (JD, MPA, or MPP)
•    Demonstrated political acumen at all times in interactions with UCSF faculty, staff, and administrators
