Posting Summary
Rutgers, The State University of New Jersey, is seeking a Public Health Representative III, for the New Jersey Medical School Ambulatory Care Unit. 
 
The purpose of the Public Health Representative III position will be to recruit, screen, enroll and retain clients for prevention study. 
 
Among the key duties of this position are the following: 
  • Conducts recruitment, screening, enrollment, and follows retainment procedures for study visits, including HIV counseling and testing, and follows all study Standard Operating Procedures (SOPs). 
  • Follows the recruitment schedule. Carries out field assignments in support of clinical study recruitment objectives and targets. 
  • Conducts participant screens to determine individuals’ eligibility to volunteer for clinical studies and answers questions about HIV prevention science and clinical research. 
  • Participates in recruitment events (e.g. health clinics, street fairs, special events), as assigned. 
  • Conducts study visits in accordance with designated protocol time frames. 
  • Performs phlebotomy according to established standards. 
  • Educates study volunteers about study protocols and instructs participants regarding specific procedures.

Minimum Education and Experience
  • Bachelor’s Degree in a relevant field plus one (1) year of professional experience in a health or social service related program which shall include responsibilities for interviewing, investigating and/or conducting public health care surveys or patient care services. 
  • Equivalent experience, education and/or training may be substituted for the education requirements.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Proficiency in Microsoft Word, Excel, and PowerPoint. 
  • The ideal candidate is a confident, self-starter who is intellectually curious, able to learn complex, scientific concepts, and capable of explaining those concepts to diverse, public audiences. 
  • Detail oriented, possessing strong planning/organizational skills and the ability to work well independently, as well as collaboratively. 
  • A strong personal code of ethics and integrity and previous experience maintaining confidential data/information. 
  • Must have appropriate cultural sensitivity to work with diverse populations. 
  • Excellent organizational and verbal and written communication skills. 
  • Strong interviewing skills. 
  • Thorough working knowledge of regulatory requirements and Good Clinical Practices 

(GCP) guidelines.
Preferred Qualifications
  • Bilingual skills (English/Spanish). 
  • Phlebotomy certification is desirable. 
  • Prior experience in understanding social media platforms and metrics. 
  • Prior experience working in the adult HIV, LGBT community and/or communities of color and other infectious diseases preferably in the urban area.

* Will be required to travel in the Newark area. 
* Ability to work some nights and weekends.
