Description of Work Unit
Environmental Health Services is a professional multidisciplinary team. We promote environmental, occupational health, and safety services through education, consultation, monitoring and planning in response to present and future needs of CSU. To support the Board of Governors of the Colorado State University System policies, we foster partnerships among the university, the community, and governmental entities. This person reports to the Public Health Administrator in the Department of Environmental Health Services. 
 
The Public Health (PH) section of Environmental Health Services (EHS) works to promote the health and the environment of the Colorado State University community. The work of PH encompasses food sanitation, indoor air quality, pest/animal (zoonotic) issues, pools & spas sanitation, sanitary sewer, water quality, child care and camps, communicable disease, public health non-emergency complaints, and special events. These areas present potential hazards to human health and safety; therefore, the work of PH is highly regulated by State and Federal agencies. Non-compliance with the regulations may result in a wide variety of penalties, from inspection citations with the opportunity to correct non-conforming conditions, to large fines and possible imprisonment. PH performs preventative measures including food safety inspections designed to uncover situations representing health hazards. PH also investigates potential health issues reported by University faculty, staff and students as well as the general public.
Position Summary
This position is under the direction of the Public Health Administrator and will perform technical environmental health investigations and inspections for the Public Health Program, and make recommendations regarding correction of specific non-compliance conditions enforcing State Rules and Regulations and other environmental health related laws and regulations. This position provides expertise in Food Safety and Sanitation and is essential to ensure compliance with all local, state and federal rules and regulations. In addition, this position implements related policies and procedures to ensure compliance with all requirements and applicable laws. Communication with other agencies, partners, and health, safety, and medical professionals is an essential component of this job as well as developing, teaching, and providing educational presentations and training opportunities. 
 
This position is responsible for addressing the environmental and public health needs of the University which includes performing essential environmental health investigations, special event approvals, food safety inspections and develops recommendations and solutions about non-compliance conditions. Enforcement of environmental health related laws and regulations while investigating and inspecting related University facilities and complaints is required. This requires a detailed knowledge of all University buildings, including food service establishments and child care operations on campus. The inspection results and outcomes will affect the operations of the Universities infrastructure so it is essential that an existing rapport with university building personnel and food service operators is achieved. Understanding the University design and reporting structure are critical components of the job requirements. 
 
• Conduct inspections and investigate the regulatory compliance of food service establishments and child care facilities. At times, expected to work evenings and weekends. 
• Enforce state laws and regulations, and initiate appropriate legal action. Review and approve licensing, plan reviews, and other information as it relates to retail food operations. This position determines the appropriate response, which may include informal or formal responses, complexities of the issue, embargo, condemnation, seizure, recalls, additional field investigations, and negotiate civil penalties, under the direction of the Public Health Administrator. 
• Investigate sanitation complaints and determine validity. 
• Conduct public health investigations in conjunction with local, state, and federal agencies. 
• Utilize technical equipment and work independently in the course of routine inspections. 
• Collect and process data concerning environmental health related issues. 
• Assist in the performance of epidemiological data for communicable disease outbreaks. 
• Coordinate and assist with event coordinators to manage special events and facilitate logistics for each event including working with outside vendors, food service, licensing and public health issues. 
• Perform other duties as appropriate or necessary for performance of the job which many include indoor air quality issues and complaints.
Required Job Qualifications
Bachelor’s Science Degree from an accredited college or university with a major in Public Health, Food Science, Environmental Health/Science, Microbiology, physical science, natural science, biological science, agricultural science, or closely related field.
 
Exhibits three years of professional-level environmental, regulatory, food safety, public health or project management experience which included a combination of regulatory compliance, conducting field inspections, and/or enforcement activities related to environmental health or public health 
 
Event management experience. 
 
Experience teaching and the ability to provide training to a variety of audiences. 
 
Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
Preferred Job Qualifications
Master’s Science Degree from an accredited college or university in with a major in (Public Health, Food Science, Environmental Health/Science, Microbiology, physical science, natural science, biological science, agricultural science, or closely related field.
Exhibits five years of professional level environmental, regulatory, food safety, or project management experience which included regulatory compliance, conducting field inspections, and/or enforcement activities related to environmental health or public health 
 
Credentialed as a Certified Food Safety Professional, ServSafe, or other food safety equivalent.
 
Experience in the administration of environmental and public health regulations and the implementation of federal, state, and local laws, regulations, and codes. 
 
Demonstrable understanding of the impacts of those regulations on the regulated community. 
 
Experience writing technical reports, and the ability to compile data into clear, and concise reports. 
 
Experience using EMS or similar event management software. 
 
Experience working in a college/university environment of similar size.
