Summary of Job Duties:

As part of a comprehensive plan to expand economic development and business growth in Jefferson County and the Arkansas Delta Region, the University of Arkansas Pine Bluff is seeking to hire a Program Manager to assist with providing ongoing and individualized business services to aid in business development, growth, and retention in the region.
POSITION SUMMARY:
Originally founded at UAPB in 1987, the ERDC has served as an incubator for small business training and has worked to provide direct support to thousands of individuals and businesses since its inception. The ERDC provides business consulting, technical assistance, and training to entrepreneurs and small business owners or managers in all facets of starting, managing and growing a small business.
The Program Manager will be responsible for attracting, assisting, and identifying services for new and existing ERDC clients.
The Program Manager will market, manage and coordinate programmatic activities, develop and manage on-site and virtual training sessions and foster business development services in accordance with strategic goals of ERDC. The Program Manager will also conduct outreach and instruct training on small business topics. This position will focus on assisting entrepreneurs and small businesses with diverse backgrounds and working with communities of under-resourced groups. Services will be delivered in accordance with program guidelines in order to achieve the performance measures and economic impact goals of the ERDC.
The position requires the applicant to work in a professional environment: dependability, diplomacy, flexibility, discretion, judgment, and confidentiality are a must. This is a full-time, grant-funded position. This position is governed by state and federal laws, and agency/institution policy.
The Program Manager will participate in capacity building initiatives of ERDC and the department of Institutional Advancement. All ERDC team members participate in fundraising, grant research, grant writing and partnership development. The Program Manager will be responsible for data collection, organization, and complex report writing. He/She will represent the priorities of the ERDC and UAPB to the public, articulating the university’s positions and communicating its mission to increase the organization’s visibility and public’s understanding of the work of the center. He/She will also maintain and encourage relationships with local and regional political, business, and educational stakeholders The Program Manager will support ERDC’s vision for the continued growth and expansion and guide programs in new areas with new and expanding business opportunities within the state. They will perform other duties as assigned.
JOB DUTIES AND RESPONSIBILITIES:
• Provide management assistance, technical advice, and problem-solving help with financial analysis and budgeting, marketing, business planning and modeling, loan proposal development; and conducting business and market research
• Responsible for fulfilling reporting requirements, participation in all programmatic and financial reviews, network strategic planning
• Responsible for managing the Business Support Incubator Office (including clerical operations such as filing, answering phones, organizing meetings, completing travel requests, and training subordinates)
• Responsible for recruiting and managing volunteers, interns and rental facilities
• Participate in providing individual consulting assistance to include business startup advice; development of business plans; assessment of current business activities; and conducting and utilizing market research to make recommendations
• Prepare entrepreneurs for the process of seeking appropriate capital to build and grow their business
• Connect entrepreneurs and small businesses to internal and external resources to start, maintain or expand their business
• Assist with recruitment, intake, and ongoing communication with clients who currently own or are interested in starting a business
• Build and maintain close professional relationships with small businesses and other stakeholders throughout our targeted communities
• Conduct outreach in targeted communities, including with individual businesses
• Coordinate and instruct workshops and classes on various business topics and recruit volunteer subject matter experts to present
• Maintain and document client records and related work activities in a manner consistent with program guidelines; track program metrics and improve the program’s data-collecting practices
• May work with students in delivery of services and students and faculty regarding student projects
• Performs other duties as assigned, in order to accomplish the goals and mission of the organization
• Must be available to work a flexible schedule which may include nights and weekends
• Must be available for in-state and out-of-state travel including overnight stays
• Must maintain confidentiality

Qualifications:

QUALIFICATIONS:

Required Education and/or Experience:

  • A Master of Business Administration (or related field) required
  • A minimum of one (2) years experience in one of the following areas; business development, economic development, career development, entrepreneurship assistance, student workforce management, office management or a related field
  • Proficiency in Microsoft Excel, Word and other Microsoft programs
  • Experience working with people of diverse backgrounds and working with communities of under-resourced groups

Preferred Education and/or Experience:

  • Professional Community and Economic Developer (PCED) Certification, Delta Regional Innovator Certificate, or related economic development certification (obtained or in progress) preferred.
  • Experience with grant writing and/or management preferred
  • Office management experience preferred

  • Knowledge of economic conditions and the diverse profile of the Delta and the ability to provide responsive, applicable, and innovative solutions for business initiation, retention, and expansion

  • Knowledge of local, state, and federal regulations applicable to business development and entrepreneurship
  • Moderate knowledge of Microsoft programs and the ability to easily adapt to new software programs

  • Ability to conduct and deliver training in a classroom setting
  • Excellent writing, public speaking and interpersonal skills
  • Ability to conduct outreach to generate referrals of impact clients from diverse and rural communities
  • Demonstrated commitment to advancing the values, mission, and goals of revitalizing and expanding economic development in Jefferson County and the Arkansas Delta, with an understanding of the region and its cultural and economic implications.
