What You Will Do

Los Alamos National Laboratory has established a new Directorate to manage the execution of major capital projects related to infrastructure required to meet plutonium pit production deliverables. This is an opportunity for exceptional project professionals that will work directly with senior leadership to ensure execution of the new Plutonium infrastructure Directorate capital construction project portfolio. The Directorate is at the center of execution of capital projects in and around the Los Alamos National Laboratory’s plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping shape a globalized nuclear world. Reporting to the Senior Director for Project Execution this position is critically important to the safe and efficient execution of infrastructure projects. The Project-Program Director is accountable to the Senior Director for Project Execution to lead and to ensure that the processes and staff that manage the projects and all related functions are in place and effectively implemented and integrated. This position serves as the leader of the Project Execution Organization in the absence of the Senior Director. The necessary functions of PM include Project Management, Cost and Scheduling, Estimating, Construction Management and oversight. Startup and Commissioning, and the incorporation of deployed functions from other Directorates across the Laboratory, such as engineering, safety, QA, procurement, and records management. The Project-Program Director assists and enables the Senior Directors by providing program / project leadership and management of a technically challenging portfolio which is large in total budget and /or has strategic significance. The Project-Program Director assists the Senior Director with line management responsibility or draws upon deployed staff from line organizations to manage the planning, tracking, and execution of assigned program(s)/project(s).

What You Need

Minimum Job Requirements:

Technical Leadership

Demonstrated expert-level knowledge as a senior leader or manager of projects or portfolios with significant total project cost or complexity. This requires experience leading complex technical project organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management. Position requires advanced knowledge of laboratory operations and interfaces, including procurement, finance, HR, issues management, causal analysis, corrective actions, and project management. Experience in a construction environment would be beneficial to the selected candidate.

Technical Excellence

Advanced expert-level knowledge and demonstrated experience of project, program, and portfolio management, especially how it relates to organizational performance, key performance parameters and objectives, and the ability to communicate progress to all levels of laboratory management and corporate boards , and external stakeholders including NNSA.

Coalition Building

Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other construction project organizations, higher-level managers, direct reports, and other employees. Demonstrated success guiding and leading field efforts with expertise in building and managing multiple integrated project teams. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must. Established relationships within the laboratory as well as the rest of the DOE and NNSA enterprise are desired.

Personal Leadership

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development, and effective oral and written communication skills. Demonstrated experience designing and implementing a student pipeline program, and a technical recruitment process.

Compliance and Security

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment with nuclear operations.

Clearance

Applicants must have the ability to obtain and maintain DOE Q clearance, which requires US citizenship. Dual citizenship permitted in very limited circumstances.

Education/Experience

Requires a Bachelor’s degree (advanced degree preferred) in a related scientific or engineering discipline and a minimum fifteen years of experience or, an equivalent combination of education and experience directly relating to the occupation.

This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.

Desired Qualifications:

Government and Community Relations

Successful record of leading in the development of complex institutional messages necessary to communicate to federal, state and local government leaders.

Project Work

Background and experience in all aspects of Engineering and Construction projects preferred.

LANL

Demonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities.

HRP desired

Location: This position will be physically located in Los Alamos, NM.

Additional Details

Directive 206.2-Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
