What You Will Do

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is primarily responsible for monitoring the safety, security and reliability of the U.S. nuclear stockpile and conducting research into new defense programs. It is a center for research in a wide range of scientific disciplines, including space exploration, geophysics, renewable energy, supercomputing, medicine, and nanotechnology. Residing within the Associate Laboratory Directorate for Weapons Engineering (ALDW) this position is responsible for providing professional program management of activities that support Strategic Partnership Projects portfolio and support the broader Department of Defense (DoD) Strategic Deterrence and LANL mission, negotiating program requirements and development of budgets with external customers. The Project-Program Director 5 (PPD-5) will report directly to the Associate Laboratory Director for ALDW.

The PPD-5 will have both line and program management of the Strategic Deterrence Systems. This individual will supervise a team program managers to meet programmatic deliverables and milestones. It is critical that the chosen candidates have a demonstrated record of achievement in effective leadership, mentoring, coaching, and communication with junior staff. The Project-Program Director 4 will be responsible for integrating, and balancing the needs of a wide variety of programs and customers. The PPD-5 will be responsible for ensuring the development and maintenance of multi-year budgets and resource-loaded schedules and reporting, providing guidance and leadership on risk management, defining and managing risks. Active engagement with internal and external program stakeholders is required and excellent communication skills are necessary.

Leadership:

Expert-level knowledge and demonstrated capability and experience in technical leadership and program management, including success in program development, program advocacy, strategic planning, resource planning and allocation, earned value reporting, technical program execution, and/or negotiation. Expert-level knowledge and demonstrated commitment to Laboratory goals in assuring the health and safety of workers and the public, environmental protection, workforce diversity, and employee development. Expert level knowledge and demonstrated commitment to Laboratory goals of operational leadership, assuring the security of classified information, assuring the health and safety of workers the public and environment.

Teamwork:

Excellent interpersonal communication skills both oral and written, including the ability to promote teamwork and resolve conflicts. Demonstrated successful teamwork and consensus building consistent with appropriate delegation and recognition of others. Demonstrated ability to team, collaborate, or integrate across program lines to accomplish larger program goals within LANL and all support divisions as well as DoD partners.

Project Experience:

Demonstrated record of success in delivery of scope, integrating program requirements into the greater institutional and national context, management, leadership, negotiation, and problem solving in both technical and administrative environments, defining and implementing work scope, product quality, budget, and resource needs to the accomplishment of a complex outcome, interfacing and negotiating with executive leadership and senior Government officials, integrating risk management, tracking mechanisms, and adjudication techniques into a complex production environment. Demonstrated experience is also required in the development, management of, and change control for a multi-program Work Breakdown Structure.

Communication :

Proven ability to communicate effectively, in oral and written settings, to a wide range of audiences.

Education/Experience: Position requires a minimum of a bachelor’s degree in a technical discipline and at least ten years relevant experience, or an equivalent combination of education and experience.

Desired Qualifications:

Project/Program Management Experience:

Demonstrated success as a manager, leader, and change agent, to include diversity of managerial experience; experience integrating subcontracted efforts into daily program operations and in developing informationally-dense performance measures.

Clearance:

Active DOE Q-Clearance.

Location: This position will be physically located in Los Alamos, New Mexico.

Additional Details

Directive 206.2-Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
