As part of a three-year, grant-funded research project, oversees the deployment and evaluation of a one-year case management intervention for pregnant and parenting mothers with substance use disorders, called the Parent-Child Assistance Program (PCAP-1), in Enid, OK and the surrounding area. With the support of a well-established PCAP program in another state, a clinical trial testing the original, three-year version of PCAP at two sites in Oklahoma, and existing extensive documentation, the Project Director will be responsible for facilitating the hiring of two case managers and any research staff, as well as providing leadership and direction in overseeing and maintaining quality control for the program and the associated evaluation with an eye towards meeting program enrollment targets. This includes coordinating staff training and intervention implementation. Additionally, the Project Director will lead and manage the data collection process for research and program evaluation, including conducting interviews with clients. The Project Director will also be responsible for developing and maintaining relationships with a wide network of community partners to serve as bidirectional referral sources. Applicants must have a research or evaluation background and strong analytic, writing, and communication skills. The candidate will be a critical thinker with leadership and decision-making experience and have the ability to design and implement efficient processes, maintain a commitment to quality, and become a program and evaluation champion. The ideal candidate will have a background in public health prevention/intervention, child welfare, and/or maternal substance use.

Duties:

  • Provides project management support to leadership ensuring appropriate and timely communications, developing project plans and milestones, and ensuring successful outcomes.  May oversee assigned project staff and/or functional and operational goals.  Aligns project outcomes to achieve financial, quality, and service goals.
  • Effectively manages a variety of projects to ensure financial, quality, service, and operational goals are achieved.
  • Responsible for day-to-day management and development of department staff utilizing development tools, such as performance evaluations and conducting performance management planning.
  • Oversees a department which acts as an internal and/or external consulting group providing process facilitation support as well as rigorous analytical support to project teams.
  • Project Management/Direction: Oversees intervention delivery to ensure high fidelity to the PCAP-1 model as evidenced by meeting performance-based benchmarks. Helps develop and oversee all aspects of the evaluation, including recruitment and data collection. Ensures that staff complete required trainings. Monitors the implementation and evaluation budget, tracks expenditures, and ensures that sites complete required activities within budget and on time. Maintains regular communication with investigators and staff to consult on programmatic issues. Participates in OU and state work groups and advisory committees on issues relevant to the population served by PCAP-1. Supervises a graduate research assistant and Research Coordinator, who will perform research and program evaluation functions.
  • Data Collection and Management: Coordinates and conducts components of the research process and data collection prioritizing data quality and completeness. Data collection consists of conducting structured interviews according to a defined schedule, administering surveys, and tracking participants and case manager information. The interviews include questions about participant demographics, education and work history, physical and mental health, substance use history, parenting techniques, family and social history, legal history, and connection to community services. In addition to data collection, the Project Director will assist in recruitment, enrollment, and retention of research participants and manage the process for compensating participants for their time in the research study. Maintaining accurate records is of paramount importance. Additional responsibilities include scheduling and attending meetings, preparing reports, prioritizing tasks, and coordinating with case management staff and the investigative team. Responsibilities also include data cleaning, analysis, reporting (in text, tabular, and graphical formats), and presentation (both written and oral).
 

Job Requirements

Required Education and Experience: Bachelor's degree, AND:

  • 60 months experience managing/leading multiple projects.

Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 108 months of related experience.

Skills:

  • Strong computer, research, and oral/written communication skills.
  • Familiarity with substance use disorder treatment, criminal justice involvement, and/or child welfare.
  • Knowledge of trends and developments in process innovation and project management.
  • Ability to multitask and meet deadlines in a timely manner.
  • Ability to manage and lead projects.
  • Ability to communicate verbally and in writing.
  • Ability to supervise.

Departmental Preferences:

  • Master's or PhD in behavioral health, social work, sociology, or a related field, AND:
  • Minimum 24-36 months experience in social services research and evaluation.
