Project Manager OCA/MassHealth

Under the general direction of the Director or designee, the Project Manager MassHealth is responsible for supporting enterprise-wide projects. This position will assist the Program Manager in leading and documenting project activities and may lead sub-components of a project.  The Project Manager MassHealth is also responsible for planning and coordinating project related activities of small and medium size projects that will vary in scope including the management of resources in a matrix environment.  Develops and implements projects while adhering to ForHealth Consulting/UMass Chan Medical School'’s Project Management guidelines.



  • Develop small to medium size projects from the idea’s generation and feasibility stage to the project implementation.
  • Maintain clear and efficient communication with project sponsors and steering committees. Contribute to the establishment and improvement of project management standards, policies, and procedures.
  • Oversee special projects, vendor evaluators, feasibility studies, and other business development activities within set timelines.
  • Keeps abreast of current and developing trends and health care administration in order to guide and advise clients regarding their information needs.
  • Communicates with all appropriate parties to ensure that the project’s objectives, scope, and required expected deliverables of each project phase are understood.
  • Facilitates communication of the project’s status, budget, and issues to team leaders and stakeholders.
  • Maintain comprehensive project documentation, including work plans, meeting minutes, progress reports, and other pertinent reports.
  • Leads project team in effectively addressing the client’s requirements according to the project’s schedule and approved budget.
  • Collaborate with team members to develop project schedules and budgets for approval. Provides support to the department in the development of strategic planning.                                            
  • Assess the necessary skill sets and competencies required and ensure that they exist within the team assigned to accomplish project objectives.
  • Identifies and recommends specific resource requirements, and/or training requirements.
  • Assist in audit reviews of completed projects to identify areas of improvement.      
  • Participates in the Continuous Quality Improvement program.
  • Assists the project’s sponsor in refining the project scope and objectives, including any constraints.             
  • Responsible for ensuring that each team member understands their specific role on the team, and associated responsibilities.
  • Performs initial feasibility study prior to the formalization of a project.
  • Ensures common solutions are found and implemented for common problems across all projects.
  • Assembles appropriate staff to project teams to support project goals.
  • Assist the Director in the development of contracts.


REQUIRED QUALIFICATIONS

  • Bachelor’s degree in management, Health Care, Business Administration or related field; or equivalent.
  • 2-3 years of demonstrated experience in project management.
  • Strong written and verbal communication skills to interact effectively with staff, clients, and vendor staff.
  • Ability to lead and direct a matrix project team, as well as the ability to lead and direct effective meetings and work sessions.
  • Strong computer skills, including word processing, spreadsheet, and PowerPoint.
  • Ability to travel to off-site locations.
  • Must work 1-2 days onsite in Boston and/or Quincy during normal business hours (this position is currently Hybrid)
  • Proven ability to develop and successfully implement strategic initiatives.
