About the Department
Security Applications and Technologies (SAT) consults, designs, integrates, and maintains the network of security technologies at NC State University. We are a department of Environmental Health and Public Safety, and serve and support campus departments, satellite facilities, and corporate partners. The enterprise-level security technologies include electronic door access, video, intrusion detection, and emergency communication.
Essential Job Duties
This position serves as a (Design) Project Manager (PM) for security
technology projects for the Security Applications and Technologies
Dept. (SAT). The PM has direct project management responsibilities
from inception to completion, and supervises internal staff and
external security integrators, where used.
Projects range in size from smaller ones handled in-house by SAT
Networking Technicians, to large, complex multi-year projects, up
~$1.5M, impacting departments and the university. We utilize external
security contractors for many of the larger projects.
Security projects include systems design and delivery for multiple
technology disciplines (hardware, software, applications, network
infrastructure, field devices, etc.) incorporated into the construction
components. The position is responsible for consultation,
design/design review, estimation/formal proposals, bid management,
construction management – including management of the schedule
and budget, customer and vendor management. Additionally, the PM
is SAT’s liaison to the University Architect’s Office, Capital Project
Management and Design and Construction Services during a project’s
lifecycle, as appropriate.
A project plan includes the location for electronic door access control,
IP cameras and intrusion detection/alarm equipment, along with
associated low voltage and structural cabling, control panels, power &
IT network switch point activations.
This position will participate in design review for other construction
projects across campus to vet project designs for security system
impacts, if any.
This position includes a broad scope of duties and responsibilities
including:
● Consultation – Consults campus partners on security
mitigation strategies and campus minimum security
standards.
● Design – Participates in formal and informal design
processes; walks projects; consults with customers, electrical
engineers, architects and construction managers on
structured cabling, circuit design, and control panel
placement. Designs include planning for wired and wireless
IT network access , PoE switch port activation and VLAN
switch configuration. Security designs incorporate applicable
federal, state, and local building codes, as well as University
and Department of Insurance requirements.
● Proposal Generation – Creates estimates and formal
proposals of IT systems for campus partners as delivered by
external and internal security resources. Formal proposals are
based upon a project plan and include a detailed scope of
work with defined equipment, materials and labor
components. The design integrates security equipment into a
building’s power and IT network, including the location of end
point electronic door access, IP cameras, control panels and
necessary structured and low voltage cabling.
● Formal Construction Design Review – Participates in the
campus design review and project study process and applies
campus security standards. PM makes suggestions for low
voltage cabling design, reviews door hardware schedules for
electronic inclusion, and security technology location.
● Construction Management – Manages multiple projects, in
various stages, at the same time, working within NC State’s
and SAT’s established construction processes and best
practices. Coordinates and facilitates a project through all of
its phases. PM maintains customer communications,
coordination with SAT teams as needed, and works with
campus construction managers, ComTech, architects and
external contractors to facilitate the delivery of security
projects within capital projects. This management includes
RFI, RFPs, changes orders, managing security budgets and
vendor invoices, as applicable.
● Vendor Management – Manages prequalified security
contractors for security project project delivery. This includes
site-inspections, quality control, punch-list and state
construction walk-thrus.

Minimum Education and Experience
  • Bachelor’s degree in computer science or a related IT field, construction management, project management, or closely related discipline with experience in IT project management, technical project management related work; or an equivalent combination of education and experience.
Other Required Qualifications
● Physical ability to walk job sites, including construction sites
that may involve walking on uneven ground, climbing flights of
stairs on a regular basis, climbing ladders,walking on roofs,
inspecting completed work in confined spaces and on roofs
(with appropriate training and safety gear).
● Ability to meet with customers and university colleagues and/
or review construction documents and create a security
equipment project plan working within NC State’s and SAT’s
established construction processes and best practices.
● Ability to create a scope of work, including pricing, with
defined equipment, materials and labor components based
upon a project plan. Ability to learn the appropriate security
systems and software.
● Ability to design and create project drawings based upon a
project plan, as needed.
● Ability to learn about and incorporate applicable federal, state,
and local building codes, and University and Department of
Insurance requirements into the security design and manage
that aspect during construction/installation.
● Leadership, facilitation and coordination abilities to
successfully manage a project through all of its phases. This
includes customer communications, coordination with SAT
teams and other groups on campus, and to manage exterior
security contractors.
● Planning & time management skills sufficient to manage
multiple projects, in various stages, at the same time.
● Ability to work independently as well as collaboratively,
especially with our in-house teams, Facilities project
managers, and external security integrators.
● Effective and professional communication skills – the ability to
communicate effectively and professionally across the range
of interactions within the SAT team, customers, contractors,
vendors and other NC State groups.
● Ability to learn the relevant project management and
communications tools.
Preferred Qualifications
  • Design and project management experience with enterprise level building automation/fire/security/AV or other low voltage systems.
  • Working knowledge of various construction management, project management and communications tools.

  • NC Driver’s License within 60 days of hire, must be maintained.
