Position Summary/Purpose of Position:
Under the direction of the Assistant Director of Project Management/Proposal Management and in collaboration with the technical Principal Investigators, the Project Manager III is responsible for ensuring the research and business services activities in the management of research projects at the Applied Research Laboratory for Intelligence & Security (ARLIS), a Department of Defense (DoD) University-Affiliated Research Center Laboratories (UARC) are accomplished.
The Project Manager III provides proposal management/initial project management support to a portfolio led by Mission Area Coordinators (MACs) and Principal Investigators (PIs) for sponsored research. As a Project Manager III, you will work with the MACs and PIs to plan and direct all proposal management/initial program management administrative activities regarding research projects. Your goal is to help the researcher price requests for proposals including ROMs and RFIs, plan resources wisely, plan how to track initial progress, ensure compliance with university and federal rules and regulations, and remove administrative burden from the PIs.

Minimum Qualifications:
Education:
  • Bachelor’s Degree.

Experience:
  • 8+ years of experience managing federally funded, cross-functional projects, preferably with budgets over $5M with limited guidance and supervision.
  • Demonstrated experience managing federally funded projects with multiple stakeholders.

Knowledge, Skills, and Abilities:
  • Ability to coordinate multiple assignments and review work products for completeness, quality and adherence to sponsor requirements.
  • Demonstrated experience navigating financial systems; experience analyzing large data sets in MS Excel.
  • General knowledge of OMB Uniform Guidance and the Federal Acquisition Regulations (FAR).
  • Experience building summary reports and presenting briefings to senior leadership with an emphasis on translating financial and contractual concepts into plain language.
  • Ability to work with ambiguity.
  • Strong oral and written communication skills.
  • Strong business acumen.
  • Proven ability to apply critical thinking skills to solving problems.

Must be able to obtain a U.S. security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history

  • Project Management Professional (PMP) Certification.
  • Experience with project scheduling software.
  • Experience generating and utilizing reports in Tableau, Power BI, or other visualization software.
  • Experience working in a federal contracting environment and/or academia environment.
  • Master’s Degree.
  • Active Security Clearance.
