Position Focus:

The Director, Conflict Analysis Programs is responsible for direct, day-to-day management of the Yale HRL team, which includes faculty, staff, consultant, and student researchers, supporting a range of programs focused on complex emergencies. Day-to-day management includes management of ongoing research and investigation quality, analysis, and findings; operational management to include budget, personnel, technology, and security tasks.

The Director, Conflict Analysis Programs reports directly to the Executive Director of the HRL. The Director, Conflict Analysis Programs directly manages 5-7 individuals consisting of the deputy directors, research team leads, and support staff.

Leads the implementation team of cross-functional project and technical resources for HRL. Develops, supervises, and oversees the execution and implementation of detailed project plans in concert with stakeholders. Designs, develops, and executes communication systems to ensure effective exchange of information between project stakeholders, senior management, and staff.

Manages several major projects simultaneously and ensures that the design, testing, training, documentation, and prioritization objectives are met. Refines and re-sequences during the implementation and execution phases of multiple projects, as needed.

Works closely with senior business analysts, technical professionals, end users and project stakeholders during the requirements, solutions, design, and implementation phases to develop detailed project plans for implementation.

Supervises risk assessment, communication planning, development of performance metrics and project entry criteria. Creates detailed project plans including timelines, budgets, and resource allocation to ensure successful project completion. Provides direction and guidance for the team’s cybersecurity and data storage procedures.

Manages stakeholder expectations through all phases of the project and ensures stakeholders, senior management and staff are working towards successful completion. Manages client expectations and provides issue/risk identification and escalation pathways. Serves as primary liaison with partners, including technology partners, funding organizations, operational collaborators, and other relevant groups. Resolves complex project issues that involve representatives from multiple organizations.

Ensures the development and implementation of quality assurance standards for all Yale HRL Conflict Analysis products. Complies with and enforces standard policies and procedures. May supervise and train junior project managers in developing detailed project plans.

Oversees Conflict Analysis staff recruitment, hiring, and development in coordination with HRL Executive Director.
Supports the HRL Executive Director in fundraising and promotional activities related to the Conflict Analysis programs, including donor identification and relationship management.

Identifies and supports efforts to meet all necessary training requirements for team members, especially related to critical technology platforms, legal chain of custody, and thematic content areas.

Represents the Conflict Analysis team in media, policy forums, academic symposia, and other venues as required. Other duties as assigned.

Required Education and Experience

Bachelor’s Degree in a related field and five years of related work experience or equivalent combination of education and experience.


Required Skill/Ability 1:

Demonstrated fluency in current cybersecurity protocols and best practices, especially those related to the conduct of open source and remote sensing-related investigations and research projects.


Required Skill/Ability 2:

Understanding of chain-of-custody when working with digital evidence of alleged gross human rights violations, as well as proven skills related to managing digital evidence collection and retention.


Required Skill/Ability 3:

Documented history of analyzing information collected through remote methods, especially in settings of armed conflict.


Required Skill/Ability 4:

Proven ability to manage staff working in a fast-paced, high-pressure environment against tight, often changing deadlines and expectations.


Required Skill/Ability 5:

Proven competence for creating detailed budgets, including budgets that must comply with federal and inter-governmental organizational standards and templates.


Preferred Education, Experience and Skills:

Fluency in selecting and managing staff familiar with current technical approaches related to mapping, data integration, data and cyber security standards, and remote sensing technologies is strongly encouraged.
