Program Specialist III in Career Education Options (CEO)

The Program Specialist 3 assists higher-level staff by coordinating all aspects of Career Education Options Program services, providing technical assistance and specialized consultation to program participants, staff and outside entities, and recommending resolution for complex problems and issues related to the program. The position will assess program participants' needs and develop specialized services and training responsive to the needs of participants.

The main objective is a high level of Case Management support for every student in the program. There are many key components that fall under the Case Management role:

  • Tracking and maintaining eligibility of each current student as well as incoming students.
  • Maintaining records of all students, tracking and recording attendance in class, and required Case Management hours documentation.
  • Academic and Career advising and conflict resolution
  • Working with outside entities such as probation officers and the juvenile court system, psychologists, counselors, school districts, parents and other organizations.
  • Assisting higher level staff is also expected in collecting and reporting data for required state reports.

Position Salary Range: $57,984/year - $78,096/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

The Center for High School Programs supports the mission of Bellevue College by providing high quality, needs-based and accessible services, which support student access to and completion of educational opportunities that advance pluralism, inclusion, and global awareness. The Department is comprised of trained and experienced professionals who work directly with Bellevue College students to support them in meeting their high school, college, and career goals.

Career Education Options (CEO) is a specialized youth reengagement program established by Washington State House Bill 1418. WAC 392-700 was written to ensure that students who have dropped out of high school, or are very likely to do so, are given the opportunity to continue their education through the reengagement system. This system provides for multiple pathways of educational programming. In addition to a high school diploma the system allows students to study for their high-school equivalency certificate, enables them to attend college at no cost, provides high level of case management support, and does not require them to have high school graduation as their primary goal.

Case Management

  • Help students determine if state regulated reengagement program is the best option for them and, if so, complete the steps necessary for enrollment, meeting all compliance requirements.
  • Review and process college entry applications.
  • Evaluate transcripts to ensure compliant pathways and to efficiently attain their educational goals.
  • Provide consistent support to help students succeed in program and/or employment activities. Meet with students regularly to help set reasonable goals, check progress toward goals, and adjust goals when needed.
  • Meet with students regularly while they are participating in the initial reengagement activities and as they are transitioning to subsequent employment or post-secondary activities.
  • Provide and/or refer students to relevant support services to help them break down barriers to educational and employment success and build up assets.
  • Provide academic advising, career guidance and employment assistance.
  • Document meetings with students including date and time, detailed case notes regarding student progress, and other important issues and events.
  • Track students that have left the program prior to completion and explore all avenues to re-engage the student for re-entry.

Internal and External Communication

  • Communicates and/or meets with parents to help achieve resolution in concerns that may arise with students.
  • Communicate and/or meet with instructors that may have concerns with/about students.
  • Communicate and/or meet with other outside entities, such as probation officers, counselors, psychologists, Juvenile Court system staff etc., that the student is associated with and best plans of action to maintain the student's educational objectives. Report back to program with recommendations of resolutions to meet the goals and objectives of the program.
  • Creates pamphlets, flyers, monthly program newsletter, event posters, email invitations to events. Shares pertinent information with program participants and campus-wide audiences.

Activities and Compliance

  • Assist in developing student groups and activities and establishing program policies, procedures and standards to stay in compliance with House bill 1418 WAC's and RCW's as well as Bellevue College rules and regulations
  • Tracking changes in the House Bill 1418 Youth Reengagement Program RCW's and WACS by attending 1418 Convenings, reading current OSPI rule and regulation changes and notifying group of such changes.

Data and Reporting

  • Collects and prepares data for multiple quarterly and annual reports due to several state entities. Observes and gathers information to help identify ways for the program and students to remain eligible and in compliance with RCW's and WACS. 
  • Collects and analyzes information to better meet needs and outcomes for our students.

Other

  • Perform other duties as assigned.
  • Bachelor's degree in social work, counseling, education or a related field. Experience may be substituted for the education requirement on a year-for-year basis.
  • Minimum two (2) years of experience providing case management, counseling or other direct services to individuals experiencing barriers to employment or education or sixteen (16) to twenty-one (21) year-old youth. 
  • Demonstrated experience presenting program requirements and materials.
  • Demonstrated experience working in a collaborative team environment with diverse employees and student/customer groups.
  • Demonstrated effective interpersonal skills in creative problem-solving and conflict resolution.
  • Demonstrated ability to build and maintain relationships with internal and external partners.
  • Demonstrated experience with data and reporting.
  • Proficient in Microsoft office software.
  • Master's Degree in social work, counseling, education or a related field.
  • Background in Counseling.
  • Experience and knowledge with ctclink.
  • Experience in Case management with at-risk youth.
  • Experience working in higher education.
