We are currently seeking a skilled Program Manager to join our team and oversee the USPS Technical Training and Development Contract between OU Outreach/College of Continuing Education and the United States Postal Service (USPS). In this role, you will play a pivotal part in supporting the day-to-day operations of the contract, ensuring the successful delivery of technical training programs to USPS employees.   • Responsible for USPS contract management and oversight of day-to-day operations.
  • Responsible for daily contract management throughout the program lifecycle.
  • Aligns deliverables to the contract’s outcome.
  • Meets with stakeholders to discuss contract status and goals.
  • Manages the contract budget. Develops proposals, negotiates, and administers the USPS contract.
  • Supervises staff, including hiring, training, and performance evaluation.
  • Provides oversight of ongoing projects.
  • Interfaces with university departments, funding sources, outside organizations, and federal government agencies.
  • Assesses contract effectiveness and identifies areas of improvement.
  • Manages contract documentation, data collection, and reporting.
  • Develop contract goals and objectives.
  • Performs various duties as needed to successfully fulfill the function of the position.

This position will be required to complete and maintain the USPS Sensitive Clearance Process.  

 

Job Requirements

Required Education: Bachelor’s degree, AND: 

  • 48 months of program development, program management or related experience.

Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor’s degree for a total of 96 months of related experience.

Skills: 

  • Able to communicate well and build rapport quickly with USPS leadership, students, and staff
  • Proficient in Microsoft Office
  • Highly organized and able to handle multiple projects and deadlines
  • Able to read and interpret policy as well as State and Federal regulations
  • Able to effectively evaluate contracts and produce comprehensive reports
  • Able to supervise staff and communicate directions and expectations effectively
  • Strong initiative to solve problems
  • Able to work well with interdepartmental teams and initiatives

  • Frequent exposure to pressure caused by deadlines and busy periods
  • May be required to travel
  • May require contact with other departments and university officials.
