The Manager provides strategic direction and program management for the design, development, delivery and evaluation of Child Welfare New Specialists training; manages staff and oversees contract deliverables for the DHS Child Welfare New Specialist training program.

The Program Manager will be responsible for performing the following functions:

  • Consult on, plan, direct and oversee the development, implementation and evaluation of training for new Child Welfare Specialists.  
  • Effectively manages a variety of projects to ensure financial, quality, service, and operational goals are achieved.
  • Collaborate with customers and partners to implement appropriate solutions, approaches, and methodologies to promote effective learning.
  • Oversee, direct and ensure quality control for all instructional learning content and systems/tools used to inform, support or deliver training.
  • Oversee and direct all levels of needs assessment, evaluation, analysis and reporting of training operations, training deliverables and outcomes. 
  • Oversee and monitor contract budget and any associated vendors for training design, delivery and evaluation.
  • Supervise program staff including functional areas of instructional systems design, training coordination and implementation and business analysis.
  • Evaluate work processes and collaborate with team members to identify and implement any needed efficiencies including technology solutions.
  • Performs various duties as needed to successfully fulfill the function of the position.

This position may be eligible for limited remote or hybrid work.

 

Job Requirements

Required Education: Bachelor's degree. AND:

  • 48 months of program management, training development or related experience. 

Equivalency:  Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

Skills:

  • Ability to effectively oversee comprehensive learning programs, learning design, delivery and deliverables.
  • Ability to build and foster positive relationships with customers, trainers and staff.
  • Ability to conduct needs assessment and direct evaluation, analysis and reporting functions.
  • Demonstrated ability to use a variety of software and systems, including Microsoft 365 tools, course authoring software, webinar software and learning management systems.
  • Demonstrated knowledge, experience, and ability to actively participate in a team environment, both in leadership and peer relations.
  • Highly organized and able to manage multiple projects and deadlines

Certifications:

  • Valid Driver's License

Advertised Physical Requirements:

  • Ability to engage in repetitive motions.
  • Standard Office Environment.  
  • Frequent exposure to pressure caused by deadlines and busy periods.
  • May be required to travel.
  • May require contact with other departments and university officials. 

Supervision: 1 Senior Program Coordinator; 1 Instructional Designer; 1 Business Analyst

Departmental Preferences:

  • 3+ years of experience leading a successful training program 
  • 3+ years designing instructional content and curriculum for in person and online delivery
  • 3+ years of supervisory experience
  • Proficient in organizational assessment.
  • Working knowledge of Child Welfare staff responsibilities.
