Position Highlights

University of Arizona Space Institute (UASI) at the University of Arizona (UA) is in search of a Program Manager, UASI (Research Program Admin Manager IV). The position establishes strategic objectives for the University’s space faring endeavors across multiple units, including the Colleges of Science, Optics, Engineering, Medicine, Law and others. The position is responsible for the management of the UASI staff and supervision of space flight projects and proposal managers including establishing quality and performance standards, mentoring, and training. The position works with flight project and proposal principal investigators in concert with their project managers. Supervised projects are located in diverse colleges and departments; the position assimilates and adapts to the organization of each college and department providing mentoring to the technical, business, and administrative staffs to enhance the University’s performance in space flight projects and proposals. The position reports to the Director of UASI.

The position is responsible for organizing and managing UASI activities including UASI financial management, UASI staff management, reviewing grant requests to UASI, maintaining knowledge of spaceflight-related labor and facilities resources across University departments and colleges, and facilitating partnering with external commercial and other organizations including NASA centers and laboratories and non-US organizations. The position coordinates technical, scientific, and programmatic requirements and skills across multiple parts of the university. The position is responsible for briefings and outreach to both the University community and to external organizations including participating in conferences and trade shows. These external organizations include national and international organizations (i.e. NASA, representatives from the DOD, foreign governments), as well as local, regional, and national government representatives. The position supervises multiple UASI positions and supports multiple proposals and projects. The position will be responsible for communicating UASI and project status to a variety of audiences including the sponsor and University stakeholders.

Duties & Responsibilities
  • Establish strategic objectives for the University’s space faring endeavors.
  • Management of the UASI staff and supervision of space flight project and proposal managers
  • Establish spaceflight project and proposal quality and performance standards, mentoring, and training across University colleges and departments.
  • Manage spaceflight projects and proposals at the University of Arizona utilizing the direct knowledge and experience with NASA flight project management and NASA doctrine.
  • Work with the UA principal investigator and project manager to create competitive flight proposals and successfully manage flight projects including science relevance to NASA and national spaceflight objectives, science implementation, mission implementation, spaceflight management methods and practices, realistic and credible pricing and schedule.
  • Incorporate the science objectives and implementation into the flight project or proposal execution within the constraints of the flight project contract award or flight solicitation.
  • Create/assist in the creation of project or proposal management philosophy and plan, budgets, and schedules based on the requirements of the project. The management plan, budget, and schedule include external partners. The management approach is based on sponsor requirements including NASA NPRs 7120.8 or 7120.5. Budgets and schedules are based on the NASA work breakdown structure definitions as delineated in the NASA WBS Handbook and NASA pricing guidelines.
  • Reviews and comment on flight proposals informally and formally to the PI, conducts a proposal compliance check, and informal and formal reviews.
  • Provides a flight project or proposal assessment to the UASI Director and UA Sponsored Projects.
  • Additional duties may be assigned
Minimum Qualifications
  • Bachelor's degree in an engineering discipline or equivalent advanced learning attained through professional level experience required. and a minimum of 9 years of related work experience, including 5 years of managerial experience, preferably in large complex institutions or organizations, or equivalent combination of education and work experience.
  • Requires experience in leading multiple teams, projects, programs, and/or functions.
Preferred Qualifications
  • Master's degree in engineering discipline
  • Experience working with multidisciplinary teams to successfully deliver complex flight missions
  • Experience with engineering practices
  • Experience managing spaceflight projects and proposals at the University of Arizona including experience with NASA flight project management and NASA doctrine.
  • Experience and demonstrated performance and managing spaceflight projects including guiding and evaluating the overall scientific and technical approach of the project conferring with the UA principal investigator and engineering staff, including science relevance to NASA and national space-related goals, spaceflight project science implementation, spaceflight mission implementation, spaceflight management practices including project organization, roles and responsibilities, decision-making methodologies, risk identification and tracking, cost estimation and budget preparation, cost and schedule tracking. This experience enables the UASI program manager to be effective organizing and executing projects and proposals. 
  • Expert experience with Microsoft Excel, Word, PowerPoint, and Project and highly capable with other computer-based tools.
