Advises senior management and consults with industry professionals in designing, planning and managing complex, highly specialized clinical enterprise capital projects. Determines methods and procedures on new assignments and provides guidance to project / property managers. Is considered a subject matter expert and often recognized as an industry expert.

  • Establish and maintain a program plan that includes vision, program strategy, long range business plan and alignment with strategies that advance organization objectives.
  • Ensure the program plan is accomplished through actions, plans, metrics, resources, and timelines needed to execute the program.
  • Ensure that customers, suppliers / partners, and team members are aligned on the expectations for the program.
  • Establish clear roles between the program and supporting functional organizations, including responsibility to ensure that the program is equipped with the staffing levels and skill mix needed to successfully execute its commitments.
  • Document and baseline an integrated plan and schedule including all significant program milestones, reviews and deliverables; Identify critical path, analyze float, and manage schedule margins. Effectively manage performance at all levels.
  • Objectively assess, measure, and analyze program work accomplishment, cost, and schedule performance to plan at all levels (including suppliers).
  • Advises senior management and consults with industry professionals in designing, planning and implementing complex, technical systems and / or customized construction features. Exercises independent judgment, and provides guidance to junior staff.
  • Assists in the development and integration of programs, plans, strategies and processes to meet business goals, such as sourcing strategy for commitment of work, cost imperatives, deployment analysis and risk mitigation.
  • Coordinate closely with directors/senior directors and program leaders to support customer and business objectives.
  • Provide effective communication that builds productive relationships and aligns customers, the program team, and suppliers / partners.
  • Bachelor’s degree in Business Administration, Health Care Administration, Engineering or a closely related field and/or equivalent demonstrated work experience and training.
  • Seven (7) or more years of relevant experience OR 11 years of a combination of experience/education.
  • Experience performing in a scheduling, industrial engineering, change management, strategy, business support services, program management, project management or business operations role.
  • Experience implementing and managing strategic programs and projects, with phase gate planning and deployment and/or project life cycle management.
  • Experience in a manufacturing or manufacturing support environment.
  • Experience in developing and delivering presentations to senior leaders.
  • Proven project management success in organizing work effectively and to meet given budgets and timeframes while working under pressure and to remain flexible in an environment with changing demands and priorities
  • Strong interpersonal skills to lead and work collaboratively and effectively with multi-disciplinary, cross-functional teams, and with executives, providers, and staff at all levels; experience facilitating integration and collaboration.
  • Advanced degree in Business or directly relevant field of study.
  • Functional experience in at least one other area of the business / manufacturing - such as engineering, supply chain, manufacturing, facilities, etc.
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma certification.
  • Healthcare industry strategic planning and deployment experience.
  • Knowledge of or ability to learn UC San Diego Health organization, structure, clinical, research, and administrative departments.
  • Certification in change management methodology with demonstrated knowledge of change management principles and application.
  • Consulting experience in a relevant setting.
  • Experience leading system-wide improvement projects in a healthcare environment with process improvement work experience.
  • Employment is subject to a criminal background check and pre-employment physical.  
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $124,400 - $243,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $59.58 - $116.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
