Job Description

Arizona State University seeks a program manager, responsible under general supervision, for oversight, program workplan development, and implementation for a variety of global partnerships and sponsored projects, including curriculum and faculty development, and capacity development. Under administrative direction, the program manager performs work of considerable difficulty in coordinating and managing the operational activities and functions of global programs and independently ensures that the goals and objectives of the project or program are accomplished in accordance with workplan priorities, time limitations, funding limitations or other specifications. The program manager will be expected to travel to global project locations, including current projects focused on southeast Asia, as well as work virtually with global partners across multiple time zones.

This position is responsible for collaboration in design, development, delivery, and curation of internationally utilized training and educational materials. As the technical lead, the program manager will maintain partnerships with international academic partner schools in the area of faculty development, and will develop and implement related technical programs for conferences, symposiums, etc. The person in this position will work in close cooperation with directors and managers for ASU’s sponsored projects in southeast Asia and will report to the Director for Global Operations in Global Outreach and Extended Education, Ira A. Fulton Schools of Engineering.

A successful candidate will demonstrate knowledge of curriculum design and delivery practices and techniques in the context of international higher education audiences and will have a track record of successful implementation of workshops and/or training for faculty development. Duties will include collaborative design, development and delivery of instructional materials, as well as coaching and mentoring of project partners. This role will also be called upon to develop, implement, and evaluate curriculum and training for new opportunities and reinforces ASU's reputation in the region.

As technical program lead, the candidate should possess strong organization skills, and should be capable of effective written and verbal communication with ASU co-workers, institutional partners, company and government executives, university faculty members and members of the private sector.

Essential Duties

  • Supervises the activities of subordinates. Provides supervision, oversight, and technical direction for in-country curriculum and program development teams including ad hoc and standing teams with representatives from partner institutions. Ensures development of workplan and tracking of deliverables.  Evaluation of effective progress and result. Develops appropriate scope of work and budget projection for these activities.
  • Supervises and facilitates the development of high impact training materials, training content, training delivery modes, or workshops, meetings and conferences with program/project participants; oversees logistics, scheduling and target audience communication globally to a diverse group of stakeholders.
  • Provides supervision, oversight, and technical direction regarding development of content, pedagogy, and delivery methodology for in country curriculum and program development teams as well as ASU instructional teams delivering workshops and training programs face-to-face in a global setting or through online or hybrid means.
  • Partners with monitoring, evaluation and learning staff to ensure evaluation of effective progress and result and analysis and incorporation of formative feedback for improvement. Oversees the evaluation of global faculty development and training program effectiveness, utilizing formative and summative results to improve methods of program implementation.
  • As a technical lead, develops and monitors program operations and coordinates program/project activities implemented by local teams.
  • Supervises the preparation of budget proposals for project activities; establishes expenditure controls and recommends the allocation of resources within the limitations of the budget.
  • Develops and directs recruitment plan for local participants within the region utilizing the most appropriate promotional and marketing methods for project activities.
  • Establishes and maintains liaison with regional, national and global organizations involved in implementation.

Minimum Qualifications

Bachelor's degree in a related field AND five years administrative/coordination experience; OR, Master's degree in field appropriate to area of assignment AND three years administrative/coordination experience; OR Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

  • Experience in  working  in international teaching, curriculum development, and global project management and program leadership is preferred.

Working Environment

This is global program management position.  The successful candidate must be available to travel to global project locations (up to 50% of work-time as work-plan dictates), as well as work virtually with global partners across multiple time zones, including current major project locations in the southeast Asia region (Indonesia, Vietnam, etc.).  The candidate must possess, or be eligible to obtain upon direction, a valid passport and appropriate visas for international travel.
