The Program Manager supports the delivery of instruction and student success by administering, organizing and managing student guidance, recruitment and operations of specific programs within the Health Sciences, Education & Wellness Institute (HSEWI), Academic Affairs Division. Programs supported by this position, with average number of students enrolled annually:

The Program Manager has influence on program policies and procedures by performing the following duties: Work closely with the Program Chair of each program; Create, communicate and maintain program admission procedures (general admission and readmission) and registration policies (entry codes, program registration deadlines, and
waitlists); Co-create and uphold program dismissal procedures with the Program Chair; Initiate and lead process improvement and change management using Lean principles.

The Program Manager has financial influence on state and self-support budgets by performing the following duties: Verify class rosters for billing related to enrollments; Notify Program Chairs & Dean when enrollments are not meeting target and make recommendations for class cancelations as needed. Based on analysis quarterly budget
reports. Run and analyze quarterly budget reports to review revenue generated by FTEs and Fees; Advise Program Chairs on fiscal related decisions (i.e. class cancelations, equipment purchases, adjusting class fees) 

Position Salary Range: $73,539/year - $106,632/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $81,812/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

The Health Sciences, Education & Wellness Institute (HSEWI) fosters successful completion of our diverse students' education goals, as well as advocates life-long wellness, learning, teaching, and service excellence. We provide a wide variety of accessible, rigorous, and engaging professional/technical courses, programs, and credentials that are responsive to individual, institutional, and community needs, prospects, and opportunities. Our Institute is comprised of sixteen unique programs which focus on providing excellent education and training for many professions in healthcare, education, and wellness. 

Marketing & Outreach

  • Collaborate with Dean and Program Chair(s) to develop annual marketing and recruitment plans for each program.
  • Create, develop, compile and write communications and promotional literature for distribution via marketing materials
  • (i.e. flyers, posters, brochures, etc.).
  • Manage and maintain program social media platforms (i.e. Facebook, Twitter, LinkedIn, etc.) according to college and division standards.
  • Collaborate with Institutional Advancement office to create digital and print materials that are in line with Bellevue College branding and college policies.
  • Work to create and develop methods of advertising and community outreach based on target audience of each program.
  • Collaborate with other campus departments to organize events and disseminate information about programs.
  • Participate in Campus outreach events (i.e., BC Discovery Day, Open House, Exploring Pathways, Transfer Fair, etc).

Advising

  • Guide prospective and current students by providing them with accurate information regarding each program, admission process, registration procedures, prerequisites, financial aid, and student services.
  • Meet with students in person via phone, online, scheduled or drop-in appointments and respond to student emails.
  • Create, maintain and update educational plans for current students in TargetX.
  • Coordinate with Evaluations on course substitutions, non- traditional credit forms, transfer credit reviews and graduation applications (referencing Academic Advisement Reports to confirm).
  • Compile and review information session content for accuracy (virtual and/or in-person).
  • Facilitate regular information sessions (if applicable).
  • Assist students in navigating various HSEWI program, Division and campus policies and procedures.

Enrollment Management

  • Analyze student enrollment activities.
  • Notify Program Chairs & Dean when enrollments are not meeting target and make recommendations for class cancelations as needed. Based on analysis quarterly budget reports.
  • Verify class rosters for billing related to enrollments (i.e., Medical Liability, CPR, PE activity and equipment fees, etc.)
  • Monitor student retention and report to the Program Chair/Director as necessary.
  • Submit lists of enrolled/dropped students to Student Services departments.
  • Analyze student enrollment fluctuations.
  • Create and distribute class permission codes (when necessary)
  • Provide Work-Based Learning Coordinator with enrollment information and assistance with tracking student completion of requirements.

Admissions

  • Coordinate with Enrollment services department when necessary to assist students with general college admission process.
  • Prepare and process program applications based on the number of admit cycles determined by each program (PE Certificates are rolling admissions).
  • Compile and review files with required documentation for accepted students – specifics vary by program.
  • Setup each PE certificate application in application system, manage application tracking and decision process.
  • Communicate program requirements and admissions decisions to all applicants. Respond to questions about why their applications were denied. Meet with applicants who were not accepted to review and improve future applications or arrange application review with program faculty as appropriate.
  • Unofficially evaluate transcripts for program applicants and score GPAs in application system (if applicable).
  • Coordinate with evaluations department when necessary to assist in credit review process.
  • Submit accepted students to Enrollment Services, Evaluations, and Financial Aid on a cyclical basis.
  • Organize, schedule and facilitate new student orientations.

Data & Site Management

  • Manage document management system (i.e. SharePoint, MS Teams) for each program, inclusive of maintaining access through permission groups.
  • Collect quarterly forms for retention - File forms according to College/Division/Program procedure (Assumption of Risk Forms)
  • Manage and maintain program website in content management system (i.e., WordPress) according to division standards.
  • Keep each program website up to date with information about the program, admission process, prerequisites and links to Bellevue College financial aid, student services and other useful information/tools for students.
  • Run various queries and reports in PeopleSoft and TargetX systems.
  • Run and analyze quarterly budget reports to review revenue generated by FTEs and Fees.
  • Advise Program Chairs on fiscal related decisions (i.e., class cancelations, equipment purchases, adjusting class fees)
  • Compile, analyze, and distribute program and general student data that is used for reports, program planning, assessing effectiveness, enrollment projections and state reporting; coordinate with Enrollment Services and Effectiveness and Strategic Planning as needed.
  • Create, update, and distribute program surveys as needed.
  • Disaggregate data from closed surveys and post to document management system.
  • Collect data for accreditation reports (if applicable).
  • Collaborate with the Work-Based Learning Clinical Coordinator to provide data and assist with moving students through the process.

Events

  • Follow campus procedures to organize program related meetings/events (campus catering, meals with meetings, Advisory Committee policies, etc.).
  • Schedule and coordinate meeting times and locations.
  • Compile and distribute meeting agenda and presentation materials.
  • Record and distribute meeting minutes and administer reporting for advisory committee meetings.
  • Organize other special events (HPE workshops, Finals Week Destress sessions).
  • Perform other duties as assigned by supervisor.
  • Bachelor's degree or equivalent combination of relevant educational and work experience may be substituted for the educational requirement on a year-for-year basis
  • A minimum of three (3) years of experience providing customer service to the public/special groups/clients
  • Experience managing, analyzing data and applying in various procedures using tools such as Excel, SharePoint, databases, and/or surveys
  • Experience recruiting, marketing and managing websites using client relation management (CRM), email campaign and/or website management tools
  • Effective written and verbal communication skills
  • Experience building constructive relationships with students and peers characterized by a high level of acceptance, cooperation and mutual regard
  • Creative problem-solving skills while staying within the parameters of good practice; generates unique, workable, and useful solutions to difficult problems; actively contributes to a work environment that embraces diversity and diverse perspectives to enhance the attainment of organizational goals.
