About the Department
DoD Child and Youth Programs (CYP) provide high-quality educational and recreational programs for military-connected children, youth, and teens six weeks to 18 years-old. There are over 760 child and youth facilities within DoD providing 132,000 childcare spaces and supporting 396,000 children, youth, and teens with youth development and recreation programming. DoD child development and youth program facilities are worldwide and employ 24,500 staff. DoD Youth Centers offer year-round youth development programming to ensure military and DoD families receive a consistent, quality experience no matter where they are assigned. The consistency assures military families that their children are safe, well cared for, and thriving in high-quality childcare and recreational programs. When military and DoD families are confident that their children are in a supportive and nurturing environment, they can better concentrate on fulfilling their military and defense support responsibilities.
The USDA NIFA and 4-H Military Partnership ensures DoD CYP staff can access curricula, staff training, and technical assistance from 112 Land-grant Universities and Colleges wherever located in the U.S. and overseas and that military-connected youth can access positive youth development programs like 4-H. 4-H serves as a model program for the practice of positive youth development by creating positive learning experiences, strengthened relationships for and between youth and adults; positive, safe environments; and opportunities for positive risk-taking.
Essential Job Duties
The Program Manager will be responsible for providing technical assistance to DoD CYP staff and coordinating with 4-H Extension faculty and staff throughout the Land-Grant University system to support, develop, expand, and/or enhance positive youth development programs and activities on and off military installations worldwide. Program development includes, but is not limited to 1) collaboration with The Ohio State University in the development, design, and expansion of the Virtual Lab School to incorporate professional development for DoD youth development professionals, 2) assisting Purdue University with Military Teen Adventure Camp Grant Program management (proposal review, marketing, and evaluation, 3) planning, coordinating, and organizing DoD teen leadership opportunities (Joint Service Teen Council and National 4-H Conference, 4) working with DoD’s Office of Military Community and Family Policy to increase awareness of youth programs within DoD (e.g., Military Occupational Specialty (MOS) articles, promotions, webinars, podcasts), 5) partnering with Cooperative Extension faculty and staff to implement effective programs to military-connected youth and teens, and 6) assisting DoD CYP staff on special initiatives and programs as requested, including, but not limited to, the Month of the Military Child, Military Youth of the Year, National Youth Science Day, Operation Megaphone, Childcare, and the National 4-H Conference.
Primary duties of the program manager include, but are not limited to the following:
  • Create strategies for communication and capacity-building that will better support and link military-connected audiences to existing and expanded resources.
  • Develop and implement programming that promotes the participation of military-connected children, youth, and teens.
  • Enhance opportunities for professional development and technical assistance for DoD youth development professionals via existing and expanding opportunities.
  • Serve as an administrative liaison connecting DoD policy and program personnel to USDA-NIFA National Program Leader and other USDA personnel.
  • Serve as liaison from the Department of Defense to the National 4-H Council.
  • Assist with evaluation efforts to improve program delivery for professional development and technical assistance in child and youth programming.
  • Participate in National 4-H Military Partnership Working Group meetings and activities in support of the partnership.
  • Convene meetings of the service component 4-H youth development specialists.
  • Work to secure partnership agreements with other service components (Marines, Coast Guard, etc.).

Qualifications


Minimum Education and Experience
  • Post-baccalaureate credentials in management, communications, education, organizational science, or related field or a bachelor’s degree plus alternative or equivalent professional training and experience 
  • Experience working with military audiences and with Cooperative Extension programming
  • Experience communicating with a variety of people (peers and superiors) in a variety of settings (small meetings, conference calls, one-on-one consultations, etc.)
  • Experience facilitating conversations or situations with conflicting opinions, delicate subject matter, or visible tensions.
  • Superior comfort level speaking in groups, particularly when facilitating discussion of competing ideas or needs.
  • The successful candidate will have prior managerial experience and significant hands-on experience in contract management and negotiation.
Other Required Qualifications
  • Strong written, verbal, and presentation skills
  • Excellent interpersonal and communication skills, including verbal and written, both in detail and summarily, apply to both in-person interactions and remote (ex. via Zoom or other web conferencing modality)
  • Ability to work in a team and establish professional relationships with senior DoD officials, USDA staff, NCSU staff, and other key internal/external clients, vendors, and stakeholders.
  • Familiarity with project management applications
  • Familiarity with web-based communication and collaboration tools.
  • Excellent organization and follow-up skills
Preferred Qualifications
  • Master’s degree in management, communications, education, organizational science, or related field.
  • 5+ years experience in project management, including managing time and documenting priorities, milestones, and deliverables. An equivalent combination of education and experience may be considered.
  • Demonstrated leadership, organizational, and project management skills.
  • High level of independence and initiative.
  • Experience working in a higher education setting.
  • Experience working with Department of Defense contracts and systems.
  • Experience working with education-based professionals, projects, and products.
  • Demonstrated commitment to equity and diversity
  • Willingness to engage in professional development to stay abreast of best practices
  • Demonstrated high work ethic with a willingness to work flexible hours, as needed
  • Deep commitment to customer service and the ability to multitask, meet deadlines, and work successfully in a fast-paced environment.
