What You Will Do

As a Program Manager 3 with the Defense Security (DFS) Program Office, you will manage an assigned portion of the large and complex DFS Safeguards and Security infrastructure portfolio through ongoing day-to-day coordination and interaction with LANL and NNSA customers. You will interact with internal DFS customers (Team Leaders, Group Leaders, etc.) with LANL programmatic organizations (the Weapons Program, Facility Operations Directors [FODs], etc.), DFS subcontractors (Centerra – Los Alamos and Pro2Serve), and with both Los Alamos Field Office and HQ NNSA representatives to ensure Safeguards and Security requirements are identified and postulated in LANL projects and procurements. You will accomplished your daily functions by collaborating and working closely with the DFS management team, LANL programmatic management organizations, and NNSA, as necessary, to monitor security infrastructure projects, identify deviations from project plans, develop plans for infrastructure improvements and lifecycle replacements, and coordinate with management for the implementation of corrective actions(s).

Minimum Job Requirements:

Security: Advanced knowledge of Safeguards and Security requirements, functions such as inspections, identification of vulnerabilities, and assessment of risks, and knowledge of the main safeguards and security topical areas – Program Management, Protective Force, Physical Security, Security Systems,

Technical Competency: Knowledge and experience reading, evaluating and comprehending project drawings, requirements and specifications and possess an inquiring attitude and eye for detail with an ability to identify discrepancies with infrastructure and construction practices and installations.

Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface work plans. You must have strong collaborative and relationship‐ building skills to help the division foster teamwork, problem solving, and a creative, positive work environment. You must also demonstrate an ability to lead with integrity and decisiveness towards institutional, programmatic, and organizational goals. Be willing to stand alone with a differing opinion from the majority and explain your reasoning.

Program Management : Advanced knowledge and experience successfully managing a program and providing direction to a project management team. Working knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Communication: Demonstrated exceptional ability to effectively present technical work, concepts, and plans to a variety of audiences. Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel, building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.

Vision: Experience in implementing strategic and creative approaches to meet requirements often under financial and physical constraints.

Facility experience: Familiarity and knowledge of LANL (or similar/nuclear/high-hazard facility) line management/program management interactions, the associated roles & responsibilities, and knowledge of the technical activities, organizational needs and infrastructure.

Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree may be expected.

Desired Qualifications:

Project Management: Experience and knowledge of Project Management, Line Item Projects, General Plant Projects, Expense Projects, procurements and maintenance type activities and understanding of the principles of infrastructure and equipment lifecycle management.

Technical Competency: Knowledge of engineering practices and LANL Engineering Standards Manual specific to Safeguards and Security projects and procurements and working knowledge of National Standards applicable to Safeguards and Security infrastructure. Examples include ASTM, UL, and ANSI.

Security : Knowledge of Safeguards and Security requirements, functions such as inspections, identification of vulnerabilities, and assessment of risks, and knowledge of the main safeguards and security topical areas Classified Matter Protection and Control, Information Security, Personnel Security, and Nuclear Material Control and Accountability.

Clearance: An active DOE Q or L Clearance.

Additional Details

Directive 206.2-Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

• for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
