We are looking for a dynamic individual who appreciates the benefit and importance of working with Arkansas’ businesses to expand their sales into the government markets, the world’s largest customer.
This person will play an integral role in welcoming new clients and hosting PTAC sponsored trainings. This person will possess great attention to detail to properly maintain client and event documentation per the federal agreement terms and conditions. This role will also provide advising and assistance to businesses across the state of Arkansas in the specialty area of government contracting (federal, local and state). One-on-one client advising and training opportunities are provided through face to face and virtual options. Advising includes assisting businesses with government vendor registrations and government set-asides and special programs for culturally and economically disadvantaged populations.
This position is eligible for partial week telecommuting from a home office located in Central Arkansas on a scheduled mutually agreed upon between the employee and supervisor. This position is based in Little Rock at the Extension Service State Office.
The Client Intake Specialist’s job duties include but are not limited to:
• Follow established policies and procedures for onboarding Arkansas PTAC business clients.
• Serve as lead staff person for electronic document retention of all PTAC client and event files utilizing the client management systems of PTAssist and Box.
• Create (using Canva) and distribute monthly promotional flyer detailing upcoming PTAC trainings.
• Using Panopto video software, edit and post all PTAC hosted virtual trainings to website for distribution.
• Collect and input all federal and state awards received by PTAC clients into the client management system.
• Assist PTAC Outreach Coordinator in the creation and promotion of PTAC trainings using the Mail Chimp online marketing platform.
• Assist PTAC Outreach Coordinator in the creation and promotion of PTAC trainings using the social media platforms of Facebook, Instagram and LinkedIn.
• Assist PTAC Outreach Coordinator in the ongoing maintenance of the PTAC client website.
• Maintain the UADA employee internal Arkansas PTAC website.
• Assist businesses with government registrations (i.e. www.sam.gov) and certifications (SBA’s Hubzone, 8a, etc.). Assistance is provided primarily through workshops and one-on-one counseling with the businesses by phone, in person or virtual meetings or by email.
• Develop and maintain relationships with other business resource providers throughout the region.
• Meet or exceed individual and team program goals for number of counseling sessions, events, etc.
• Collaborate with other PTAC counselors throughout the state and region to share best practices.
• Participate in trainings that are relevant to the needs of clients and/or required by funder. Must participate in a minimum of 40 hours of professional development training during the program year.

Qualifications:

Minimum Qualifications: 
A Bachelor’s degree in business administration, public administration, public service, government contracting, or a related area of study plus three (3) years of relevant professional experience OR a related Master’s degree is required.  
Preferred Qualifications: 
A Master’s degree in business administration, public administration, public service, government contracting or a related field and a minimum of 3 years of relevant work experience OR a Bachelor’s degree in business, government contracting or a closely related field and 5 years of relevant work experience is preferred. Previous PTAC or other small business program experience is preferred.

Skills: 

  • Experience in file documentation and management. 
  • Knowledge and demonstrated proficiency with the PTAC client management system, PTAssist. 
  • Knowledge and demonstrated proficiency of the government vendor registration and certification process, including but not limited to demonstrated use of the following web-based platforms SAM.gov, Certify. SBA.gov, CAGE.dil.mil. 
  • Organized with the ability to work in a professional and highly specialized environment. 
  • Knowledge of or willingness to quickly learn government contracting principles and how to apply them to the client’s business success strategy.
  • Ability to manage multiple tasks and projects.
  • Ability to effectively communicate with clients and staff in a timely fashion. 
  • Ability to listen critically to identify needs and solve problems-you will frequently have to research answers to clients’ questions with little direction.
  • Self-starter and able to work with limited supervision within a team environment.
  • Excellent written and verbal communication skills and must have given presentations before to an audience. 
  • High proficiency with Zoom, Microsoft Word, Excel, PowerPoint, Outlook, Panopto, Canva, Omni CMS, Box, Mailchimp, PTAssist.
  • Strong computer skills to research government marketplace and navigate registrations and online government systems and the ability to adapt to new technology and online programs. 
  • Travel by car on a semi-regular basis across the state of Arkansas.
