Posting Summary
Rutgers, The State University of New Jersey is seeking a Program Administrator for the Center for Emerging & Re-Emerging Pathogens within the New Jersey Medical School.  Under direction of the Administrative Director, the Program Administrator assists in the day-to-day management activities including the coordination of and administration of sponsored programs, which may include subcontract invoicing, accounting, reporting, and other administrative functions to ensure successful execution of grants, contracts and proposals. The Program Administrator will oversee all programmatic and financial activities as it relates to grant funded projects with an international component within the Center for Emerging and Re Emerging Pathogens. The Program Administrator will also develop and maintain individual program budgets, finances and administrative activities, and work with international partners and personnel management. 
 
Among the key duties of this position are the following: 
  • Coordinates specific projects and subjects of interest to the Director and Principal Investigators.
  • Participates in handling matters with staff, University administrators, internal and external agencies, government and state officials and the public.
  • Participates in policy development and short/long range planning by identifying needs and providing the Director with relevant information.
  • Assists in monitoring the attainment of overall goals and objectives.
  • Monitors and manages international grants, subcontracts, and vendors.
  • Provides monthly reports to Principal Investigators with post-award analysis and projections.
  • Prepares grants and contracts budget forms relevant to new budget period.

Minimum Education and Experience
  • Bachelor’s Degree in Business or Public Administration or a related discipline plus a minimum of six (6) years of progressively more responsible related professional and/or administrative experience in research administration.
  • Equivalent experience, education and/or training may be substituted for the education requirements.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Must be detail-oriented, as it applies to the financial aspects and have excellent writing, editing and analytic skills.
  • Knowledge in the analysis and reconciliation of expenses from monthly reports.
  • Experience with managing foreign research sites preferable, cultural sensitivity.
  • Excellent skills in the Microsoft Office software packages, videoconferencing packages and other programs used to collaborate and connect with domestic and international collaborators.
  • Ability to prepare and manipulate Acrobat PDF files.
  • Experience in preparing and updating databases and spreadsheets using Microsoft Excel.
  •  Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
Preferred Qualifications
  • Master’s plus 4 years. 
  • Experience with NIH grant.
  • Experience involving the administrative functions and finance.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment.
