Posting Summary
Rutgers, The State University of New Jersey, is seeking a Procurement Business Partner for University Procurement Services. Reporting to the Director of Strategic Sourcing, and working with a dynamic team of procurement and sourcing professionals, this position will play a critical role in overseeing and managing the operational aspects of ongoing procurement needs throughout the Rutgers Research and Healthcare entities. The Procurement Business Partner will serve as a liaison between the sourcing team and business stakeholders. 
 
The Procurement Business Partner requires forward-thinking knowledge of procurement principles and concepts to support the execution of spend management projects that accomplish key objectives. Those objectives may include opportunity assessment, sourcing strategy development or alignment, savings, process improvement, supplier consolidation, risk management or improving spend visibility across the Research and Healthcare entities. While managing complex business environments, the Procurement Business Partner will be able to anticipate and troubleshoot roadblocks and influence teams to achieve targets for the business.

Among the key duties of this position are the following:
  • Works with Research and Healthcare stakeholders to anticipate, plan and forecast sourcing needs for their areas
  • Develops ideas; leads or co-leads projects across the sourcing team; develops and manages plans to achieve objectives
  • Leads and facilitates cross-functional teams in operational excellence and drives projects from concept through to successful and sustained implementation.
  • Anticipates current and future business requirements and ensures flexibility and agility, and improves service, quality and cost efficiency in the sourcing strategies.
  • Serves as an active team member with a network of partners (internal and external) to ensure business stakeholders expectations are met and supports the key Research and Healthcare business milestones.
  • Demonstrates a breadth of diverse influencing experiences and capabilities including: guide the work of other colleagues to achieve meaningful outcomes and create business impact. 
  • Collaborates with University Procurement Services teams, along with the Research and Healthcare business stakeholders.
  • Articulates the strategic sourcing value proposition to the business areas, and develops and matures business relationships with the goal of being a trusted and valued business partner.  
  • Periodically will lead sourcing efforts including and not limited to RFx development, analysis, award decisions and contracting.
  • Advocates on behalf of the stakeholders business needs to the procurement organization in the spirt of continuous improvement and customer support.

Minimum Education and Experience
  • Bachelor’s degree, or an equivalent combination of education and/or experience.
  • A minimum of five (5) years of professional experience in procurement or customer centric environments.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Strong knowledge of related procurement processes, tools, systems, policies and best practices.
  • Demonstrated experience in project management and cross-functional team leadership.
  • Demonstrated experience in Research or Healthcare related industry.
  • Knowledge and experience working in procurement, sourcing or supply chain environment.
  • Extensive knowledge of strategic sourcing processes and systems, project development, management, planning and execution.
  • System experience and good understanding of JAGGAER or similar procurement, source to pay platform.
  • Strong communication and presentation skills (verbal and written), including ability to synthesize information for various audiences.
  • Ability to lead and operate within an un-mandated environment that will require strong influencing and collaboration skills.
Preferred Qualifications
  • Relevant higher education experience
  • Mature business acumen with strategic sourcing experiences
  • Training in project management, supply chain management, scientific or clinical disciplines, business administration or people development
