Job Summary

Department Purpose

Supply Chain Management is responsible for delivering value to the university through internal services and external supplier partnerships, ecommerce and payable solutions, and expertise in procurement, sourcing, distribution, and financial transactions. Services lines include Strategic Sourcing, Procurement and Contracting Services, Distribution Services, Repro Graphics, and Business and Financial Services. The department encompasses approximately 130 career staff with an annual operating budget of $23M.

Job Summary            

Under the supervision of the Associate Director, the Procurement Analyst 3 serves as an experienced member of the procurement team, providing complex professional procurement and contracting expertise for campus’ goods and service needs. The Procurement Analyst 3 shall possess a wide array of contract writing and negotiation expertise. This role will also assist in identifying opportunities for savings, standardization, and efficiencies.

PHYSICAL DEMANDS

  • Sit at and operate a personal computer throughout the workday.
  • Occasionally lift materials weighing up to 25 lbs.

WORK ENVIRONMENT

  • Restricted vacation during peak periods, usually during fiscal close period, June – July.
  • Work overtime to meet business needs.
  • Maintain strict confidentiality of files and data to protect privacy and rights of individuals.
  • Employee is personally responsible for following safety guidelines and procedures.
  • Work with constant interruptions and distractions and constant traffic and noise from telephone conversations, visitors, staff, and general office environment.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor’s degree in business, finance, law, government, or a related field and/or equivalent combination of experience and education.
  • 5+ years of experience writing, analyzing, conducting, and negotiating complex competitive bids (RFPs, RFQs, RFIs) including researching requirements, locating sources of supply, drafting specifications, negotiating agreements, proposals, basis of award and administering contracts.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Written, verbal, and interpersonal communication skills and experience interacting with broad and diverse audience.
  • Excellent analytical skills to comprehensively analyze and interpret policies, procedures and situations in a multifaceted way and possess strong problem-solving skills to develop innovative solutions to complex issues.
  • Working knowledge of contracting principles, business law, and government regulations both at the State and Federal level.
  • Skill to analyze complex problems or information in an objective manner and derive logical conclusions to provide a sound basis for establishment of priorities, selection of appropriate courses of action for pursuit or recommendations to others, resolve conflicts, and make timely and high-quality decisions.
  • Organizational and time management skills sufficient to independently establish priorities and coordinate and complete competing assignments.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Experience working with generally accepted accounting principles, policies, and procedures of the university.
  • Experience with UC systemwide and UC Davis financial and purchasing systems.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Knowledge of goods and services relating to the Scientific industry.
  • Knowledge of University of California Business and Finance policies and procedures.
