The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success.  Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices.  The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $700 million annual budget.

The mission of the Procurement and Property Management (PPM) Division is to provide support for purchasing services, materials, equipment and supplies for Brookhaven National Laboratory operations and programs. Procurement and Property Management Division does the following:

  • Provides internal customers with quality products and services in a timely manner at the lowest cost of ownership, i.e., “best value” using best commercial practices.

  • Supports the Laboratory’s socioeconomic programs by using reliable small, small disadvantaged, women-owned, service- disabled veteran owned and HUB (historically underutilized business) Zone businesses.

  • Ensures that acquisitions are conducted in compliance with BSA’s Prime Contract, applicable statutes and regulations, and in accordance with the highest ethics and standards.

  • Oversight of BNL Property Management Program to effectively track and account for BNL assigned Government Property.

Position Description:

The Procurement and Property Management Division has an opening for a Procurement Analyst. The Procurement Analyst is responsible for the performance of complex procurement improvement projects/initiatives which include the gathering and analyses of business requirements, utilization of programmatic and quantitative methods to develop enhanced/streamlined processes and procedural improvements, and analyses of internal data to inform the direction of various PPM strategic initiatives.  The analyst will identify business risk issues, devise solutions, present/proposes alternatives, lead the implementation and administration of critical procurement systems, update procurement process documents and various abstracts, and serve as focal point for customer engagement on lab-wide processes and interfaces.  These project oversight and execution activities involve performing quantitative analysis of complex business situations, developing timelines and projects plans/milestones, and leading and facilitating cross-functional teams, which include requirements gathering, change management, task assignments, and stakeholder engagement.  In this role, the Procurement Analyst may also design and develop organizational performance metrics, use/modify reports to support projects, and is responsible for preparation and delivery of final products. Independently prepares analyses, supporting data, and process flows. Performs other project and administrative functions and system administration as needed.  The Procurement Analyst will also lead a variety of projects focused on the credit card program at BNL, which may include developing, managing and updating policies and processes, administration of credit card systems, implementing and training staff throughout the lab, performing periodic audits of card systems and processes, and serving as a backup to the Credit Card Program Administrator.  This role will also have the responsibility of administering projects in the category management area related to catalogs, inventory, and strategic sourcing across the laboratory, often serving as a subject matter expert in this area.

Essential Duties and Responsibilities:

  • Prioritize and perform analysis of complex business situations as it relates to incoming user requests for support/enhancement to PPM processes and systems.

  • May provide functional oversight to the contracts and contractors responsible for delivering PPM business systems, enhancements, and support.

  • Through analysis of complex business situations and available data, identify solutions to challenging business processes with lab-wide impact.

  • Manage permission requirements, access limitations, and process flows of procurement-related systems, and their interface with other business systems.

  • Provides recommendations for system improvements, identifies business risk issues, devises alternative solutions, and participates in implementing policy and procedures regarding procurement related information/data systems.

  • Provides project support for the continued development of PPM systems, analysis of new functional requirements for all systems, and design of functional solutions where feasible.

  • Defines stakeholders (both internal and external), roles, responsibilities, may create RACI charts as required for complex projects to ensure successful delivery.

  • Regularly maintain project status and report to stakeholders.

  • Stay abreast with business environment and respond to changes in customer/stakeholder needs.

  • Work with PPM and supporting organizations to drive projects to completion.

  • Troubleshoot and analyze systems and business processes.

  • Lead working groups comprised of varying levels of staff to include senior lab leadership.

  • Participate in formulation and review of acquisition policies and procedures.

  • Document current business processes and systems and propose streamlined solutions.

  • System Administration.

  • Data analysis and reporting.

  • Strong presentation skills.

Required Knowledge, Skills, and Abilities:

  • BA or BS degree in a business field or equivalent experience based on 2:1 (experience:college) years.

  • Plus, seven (7) years direct business experience, preferably in federal government or national lab.

  • Ability to identify and resolve complex problems in the procurement of business consequences.

  • Proficiency in Microsoft tools (Outlook, Word, Excel, PowerPoint).

  • Skilled at establishing positive working relationships at all levels, internal and external, and sets a positive example for productive teamwork.

  • Experience participating in and/ or managing multiple projects at once.

Preferred Knowledge, Skills, and Abilities:

  • DOE/Government procurement experience.

  • Knowledge of and experience with FAR/DEAR requirements.

  • PeopleSoft.

  • PMP Certification.

  • Visio.

  • Office 360 automation tools – i.e. Power automate.

  • SharePoint – Experience creating lists, assigning permissions, setting up sites.

  • Effective communicator (written and verbal).

  • Adaptability.

  • Ability to effectively operate in an ambiguous environment.

  • Ability to identify and shift priorities as needed.

Other Information:

  • Occasional business travel.

Compensation:

Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $88550 - $132850 / year. Salary offers will be commensurate with the final candidate’s qualification, education, and experience and considered with the internal peer group.
