Principal Technical Assistance Consultant - Adult Education

AIR is seeking a Principal Technical Assistance Consultant to join our  Workforce Development Program Area within AIR’s Human Services Division. The available position is part of AIR’s adult learning team within the more extensive AIR Workforce Division portfolio. The position includes leading work for federal and state technical assistance projects that support adult education under Title II of the Workforce Innovation and Opportunity Act (WIOA). The candidate must be able to manage large, complex projects, and have excellent leadership, collaboration, communication, and customer service skills. This position requires an individual who has the knowledge and skills to support federal and state adult education policy implementation and research-based practices through the development of technical assistance and professional development activities, online courses, and other resources and its role in the broader workforce development ecosystem. The candidate must have the ability to engage professionally with many stakeholders, including federal and state staff, consultants, and event participants.

 

Candidates hired for the position may work remotely in the United States or from one of our U.S. office locations . Candidates hired for the position can expect to travel to the Washington, DC; Arlington, VA; or North Bethesda, MD office location periodically as needed.

Responsibilities for the Position include:

  • Develop work plans with creative approaches and topics for professional development and technical assistance on:
    • The collection and use of data for federal performance accountability and program improvement
    • State leadership in adult education
    • Supporting the development and implementation of career pathways and/or integrated education and training
  • Manage large, diverse project teams with appropriate assignments and level of work
  • Work with staff to develop professional development and training topics and approaches
  • Manage large, complex budgets
  • Be knowledgeable of the priorities of the Office of Career, Technical and Adult Education (OCTAE) of the US Department of Education; state and local needs in adult education; and current challenges faced by states and programs around implementing new or updated policies on accountability reporting and programming to support workforce development
  • Develop ideas to advance state and local staff understanding of current issues related to adult education and anticipate upcoming trends
  • Contribute to AIR’s research and technical assistance projects as a subject matter expert
  • Support thought leadership and content creation for external strategic communication efforts
  • Lead or contribute substantially to business development efforts


Education, Knowledge, and Experience:

  • Master’s degree with a minimum of 11 years of relevant experience or Doctoral degree with a minimum of 7 years of relevant experience
  • Extensive knowledge of WIOA, NRS accountability requirements, and the federal adult education program
  • Proven experience leading complex programmatic, accountability or technical assistance-related projects or tasks, including managing staff, budgets and timelines
  • Experience leading and writing proposals for funding or overseeing funding competitions at the state level

Skills:

  • Well-developed administrative and technical skills covering a wide range of professional development approaches, including the application of data/research to policy and practice
  • Ability to work with federal staff to develop and support the implementation of policy—for example, to address NRS policy and procedural challenges and develop technical assistance and training around them
  • Ability to translate policy into practice within states through professional development and technical assistance activities—for example, to understand NRS and data issues from a state perspective and provide technical assistance to state staff
  • Full understanding of WIOA Title II, including a deep and demonstrable knowledge of National Reporting System (NRS) policy and procedures
  • Full understanding of NRS data and data quality issues
  • Ability to work with state adult education staff and other workforce system leaders
  • Ability to work with internal stakeholders and colleagues to advance the work of the adult learning group and the workforce program area in support of AIR’s mission
