Department Introduction:
The Stanford Land Use & Environmental Planning (LUEP) office staff have professional expertise in the areas of land use and community planning, environmental regulation and permitting, transportation planning, mapping and spatial analysis, conservation biology, archaeology, and historic preservation. We work with partners in LBRE (and other university offices) to secure land use approvals from public agencies, to monitor compliance with permit requirements, and to partner on long-term planning efforts for Stanford lands. LUEP is the lead LBRE office for the acquisition and implementation of the Santa Clara County General Use Permit which defines how Stanford’s main campus can evolve over 15-20 year planning horizons.

Regulatory compliance:  We serve the specific needs of academic facility and student housing projects related to securing land use permits and entitlements and ensuring compliance with local land use regulations. We work with local regulatory agencies to comply with the zoning and other regulations that apply to our lands and advise our internal partners such as project managers, builders, and users about the processes for obtaining permits and approvals, modifying regulations, and completing necessary environmental assessments. We also work with the local agencies to provide information about Stanford’s long-term use of the lands for consideration in the agencies’ long-term land use plans (General and Comprehensive Plans). We oversee compliance with required mitigations to cultural resources. 

Stewardship:  We catalog and record land-based resources, plan for their protection, and provide advice about land use, development and operations to avoid or minimize impacts to those resources.  To date, nearly 200 cultural resources have been recorded on Stanford lands including archaeological deposits and significant buildings.  Our survey and identification efforts continue and additional resources will be recorded.  

Planning: We perform studies and analyses to determine suitability and capacity of Stanford’s lands to support university activities and prepare land use plans and strategies considering the results.

Job Purpose:
Reporting to the Executive Director of Heritage Services, you are the Planner 3 / Principal Archaeologist for LUEP and support LBRE-wide with land planning activities as detailed in the bullets below.  You are also part of a collaborative and innovative 28-member team.

Core Duties*:

  • Manage cultural resources investigations and assessments associated with land use planning and construction, including:
    o    Research design for field and laboratory sampling,
    o    Preparation of budgets and funding requests,
    o    Collaborate with archaeological team who will perform the field and lab work associated with the project,
    o    Coordinate with subject matter specialists as required,
    o    Oversee report preparation.
  • Represent Stanford University archaeology in internal and external peer groups.
  • Review projects for potential impacts to archeological resources on Stanford lands.
  • Prepare siting analyses for planning efforts and provide comments on measures to avoid to minimize impact to cultural resources.
  • Develop consultation plans and coordinate consultation with stakeholder communities regarding stewardship and potential impacts to heritage sites.
  • Manage and prepare written reports in support of project approval and implementation.
  • Develop communications plans and initiatives make archaeology and heritage project results available for professional colleagues, the general public and key partners.
  • Coordinate approval and monitoring of research and teaching requests for access to archaeological sites on Stanford lands; mentor student researchers.
  • Write RFPs, evaluate proposals, and oversee work of subject matter experts in analysis of archaeological data; review submittals by outside archaeologists where applicable.

Education & Experience:

  • Masters degree in anthropology, archaeology or other appropriate specialty and 10+ years of directly related experience, or combination of education and relevant experience. A Doctoral degree is preferred.

Knowledge, Skills and Abilities:

  • Demonstrated ability to coordinate large, complex projects.
  • Leadership skills including coaching and mentoring.
  • Knowledge of cultural resources regulations and standards.
  • Ability to function independently in university-wide events representing our Land Use and Environmental Planning team.
  • Strong interpersonal skills, with the ability to cultivate strong and collaborative internal and external relationships.
  • Proficiency in Photoshop, PowerPoint, Adobe Acrobat, Excel, Word, and other applications as applicable.
  • Verbal, graphic, and oral communication skills to explain project work.
  • Experience in planning, writing, editing and producing complex written materials for a variety of audiences.
  • Geographical Information Systems skills and social media skills are preferred.

Certifications and Licenses:

Physical Requirements:

  • Frequently sitting, perform desk-based computer tasks, grasp lightly/fine manipulation.
  • Occasionally stand/walk, writing by hand, use a telephone.
  • Rarely kneel/crawl, climb (ladders, scaffolds, or other), grasp forcefully; twist/bend/stoop/squat, reach/work above shoulders, sort/file paperwork or parts, lift/carry/push/pull objects that weigh 11-20 pounds, lift/carry/push/pull objects that weigh 21-40 pounds.
  • Visual acuity to match colors.
  • Ability to obtain and maintain a California Non-commercial Class Driver's license.

Working Conditions:

  • Work outdoors: work at heights ≥ ten feet: may do field work, including wading in water, creeks; work on uneven work surfaces; carry building material samples.
  • Travel, local and non-local.

The expected pay range for this position is $137,000 to $167,000 per annum.

This is a 75% FTE position.
