About the Department
The College of Agriculture & Life Sciences Office of Research Administration (CALS ORA) is the service unit at NCSU, College of Agriculture & Life Sciences responsible for the oversight of externally sponsored programs. CALS ORA provides complete cradle-to-grave sponsored program administration and support including: a) identifying funding sources, b) assisting faculty with proposal development, c) monitoring/overseeing the responsible management of sponsored projects and d) ensuring university compliance with contract/grant fiscal and regulatory requirements. CALS ORA is the administrative unit responsible for ensuring the college remains in compliance with federal and state policies pertaining to research. CALS ORA is accountable and responsible for all externally sponsored grants and contracts, within the college. CALS ORA accepts funds provided to the college and is accountable for their legal compliance with sponsor (federal, state, local, and private sources) regulations and policies. CALS ORA is the contact point for federal and state audits, both fiscal and programmatic, on contracts and grants awarded in/to the college. This service office is designed to serve all faculty and staff needs for externally funded projects and programs.
The College of Agriculture & Life Sciences Office of Research Administration (CALS ORA) is committed to providing efficient and effective service to the faculty and staff throughout the college in support of the research enterprise. As part of a unit with three primary missions – proposal development and review, regulatory compliance, and fiscal compliance – CALS ORA provides services and support to ensure faculty have the resources and encouragement necessary to successfully submit proposals to a variety of federal, industry, foundation and commodity sponsors. CALS ORA remained centralized for staff reporting purposes and in-service delivery, with the needed resources deployed to specific units.
Essential Job Duties
The Pre-Award Consultant has the authority to make decisions and take actions independently, such as contacting sponsors for proposal clarification or providing materials after submission but before receiving an award, such as revised budgets or approval letters from Institutional Review Boards (IRB) or Institutional Animal Care and Use Committees (IACUC). They collaborate with CALS Business Liaisons and Department Business Coordinators to support Principal Investigators (PIs), university administrative units, sponsors, departments, and deans.
Their role is vital in interpreting both agency and university requirements related to proposals and policies/practices for departments, as well as providing assistance in obtaining updated information on funding volume, reporting timelines, fiscal matters, and compliance with regulatory requirements. They have the authority to oversee a group of department faculty and set deadlines to ensure proposals are submitted promptly through university and sponsor systems.
They generate reports for the Pre-Award Manager, CALS ORA Director, deans, department heads, and PIs to assess activity and proposal success rates. They aid faculty in creating budgets and justifications, interpreting proposal announcements, and navigating university and sponsor-specific submission systems. The individual is expected to independently manage the sponsored program portfolio for their assigned areas.

Qualifications


Minimum Experience/Education
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience.
 
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
  • Knowledge of internal, state, foundation and federal proposal submission systems (examples include, but are not limited to, PINS, RADAR, Fastlane, eRA Commons, Grants.gov, etc.).
  • Ability to administer and/or manage a program with established guidelines and standards.
  • Ability to make decisions independently, assess project needs, exercise judgment, discretion and initiative in development and interpretation of a wide range of administrative policies and procedures.
  • Ability to work as a team as well as independently. Outstanding communication skills are vital.
  • Ability to establish and maintain effective working relationships with department personnel, University and governmental officials, sponsors and the general public.
  • Ability to provide outstanding customer service.
  • Strong knowledge of business administration and accounting practices, budgeting and forecasting.
  • Must be highly organized and flexible in managing workload.
Preferred Qualifications
  • Experience working with grants at a large public institution.
  • Ability to interpret and analyze proposal/grant requirements and plan strategically for submission of proposals.
  • Knowledge of Uniform Guidance.
