Description of Work Unit
The main office of the Department of Biology exists to manage the faculty, staff and students of the department in accomplishing their objectives in education, training, and conducting research at a Carnegie I institution, by providing reliable, accurate and timely support in clerical, accounting, personnel management, purchasing, and administration. The Department of Biology exists to provide education and training in Biological Science, Zoology and Botany to ~1,700 undergraduates and in Biological Science to ~115+ graduate students, and to foster research programs in those areas. This position would be responsible for all accounts payable actions for 53- accounts including PCards, travel and procurement. Additionally, transactional audits and monitoring of award burn-rates will fall under the purview of this position.
Position Summary
Reporting to the Department Business Officer –the Grant Post-Award Coordinator has primary responsibility for providing post-award oversight and coordination of funded projects for Biology, which includes
  • Keeping abreast of funding mechanisms for Biology awards and innate requirements for each.
  • Monitoring burn rate on a regular basis for funded projects to ensure budgets are not overspent/underspent at closeout.
  • Auditing expenditures to ensure they are in line with the approved budget justification and scope of work.
  • Serving as a resource for PIs and Biology staff for questions regarding travel, PCards, purchase orders, and salary.
  • Establishing new cost share accounts and monitoring for appropriate cost share expenditures.
  • System familiarity: Kuali Financial System, Kuali Research, Oracle and WebFocus. The ability to utilize these systems and review reports allows the coordinator to accurately complete transactions and identify and correct accounting and budgeting issues.
Required Job Qualifications
  • Bachelor’s degree or post-bachelor’s degree in accounting, business, or closely related field or any bachelor’s degree and two years of professional post-award experience. Candidates with a high school diploma (or GED) and equivalent (6+ years) professional post-award experience will be considered for employment and are encouraged to apply.
  • Minimum of two years of professional finance or accounting experience.
  • Strong written communication skills, as evidenced by application materials.
  • The successful candidate must be legally authorized to work in the United States by the proposed start date. The Department of Biology will not sponsor a visa for this position.
Preferred Job Qualifications
  • Experience in research project management.
  • Knowledge of OMB Uniform Guidance cost accounting guidelines.
  • Experience with the administration and management of federal grants.
  • Experience with processing travel through Kuali Financial System
  • Familiarity with Colorado State University Procurement.
  • Knowledge of Kuali Financial System and Oracle HR/Payroll.
  • Familiarity with Kuali Research proposal development system (KRPD).
  • Demonstrated experience in providing excellent customer service skills, working in a team environment, collaborative approach to work, and building effective professional relationships.
  • Strong skills in Microsoft Word, Excel, and Adobe Acrobat.

Duty/Responsibility
Oversees and manages Accounts Payable aspects of Biology grants and restricted funds, which includes PCards, travel, and requisitions. Analyzes, monitors, and reconciles monthly reports for grant accounts, including cost share accounts. Works with supervisor, outside departments and funding agencies to advise on proper actions required to resolve identified discrepancies. Posts journal entries and initiates revisions of departmental practices to avoid future grant related discrepancies.

Duty/Responsibility
Review approved budget and notice of award documents for new Biology funds to ensure they have been set up correctly. Assists PI’s and Accounting staff in understanding and following University fiscal policy and procurement procedures. Considers restricted fund limitations to ensure appropriate processes are used for purchases and financial transactions on grants. Analyzes and reviews payment requests for restricted funds to ensure all expenses are in compliance with approved budget and in line with approved scope of work. Reports regularly to PI’s regarding grant spending and burn rate in light of project goals.

Work with Research Proposal Coordinator to keep Biology leadership apprised of current and future funding opportunities and plans for capture of those opportunities. Create, monitor, and update record-keeping systems to compile data and prepare reports on department grant submissions and subsequent awards. Utilize data to enhance grant submission processes and improve future proposals. Devise new strategies to improve research management in Biology.

Continually update professional knowledge base by reviewing and analyzing professional literature, U.S. government publications, sponsor regulations and guidelines, interfacing with colleagues, and participating in local, regional and national professional development and training opportunities. Improve understanding of the field of Biology and research conducted by CSU Biology faculty to better support identification of opportunities. Network with other Research Administrators by attending collaborative meetings at CSU.
