Job Description


Founded in 1967, Blue Ridge Community College has served the residents of the central Shenandoah Valley of Virginia for over 50 years. Its comprehensive program of instruction includes associate degrees, diplomas, and certificates in occupational/technical and college/university transfer programs. The College also provides non-credit workforce training and special interest classes for individuals, business, and industry.
This position ensures the safety of students, and employees of the college through police and security services to BRCC. Supports the department of Public Safety’s operations and provide or facilitate training to the campus community and provide professional guidance to the campus security officers. Maintains positive working relationships with local law enforcement agencies. Maintains BRCC’s compliance with laws, regulations and policies related to safety and security. Initial and continued employment is conditioned upon meeting the requirements and standards of the Virginia Department of Criminal Justice Services for police officers in the Commonwealth of Virginia.
Provides protective services for persons and property for the college campus and adjacent or surrounding streets and properties. Services include response for law enforcement, first aid, and fire protection; provided with professionalism and courtesy. Works with the campus and surrounding community to educate students, staff and faculty to foster a safe and secure learning environment.
DUTIES/RESPONSIBILITIES:
· Responsible for routine patrols and provides security coverage when college classes and special events are being held. Makes periodic personal tours of inspection of all facilities on and off campus.
· Provides active involvement in community policing and maintains relationships with state and local police agencies.
· Provides information, directions, and assistance to the campus and surrounding community.
· Provides response, investigation and reporting of a variety of occurrences, such as personal and vehicular accidents, stolen property, disorderly conduct, damage to property, crimes against persons, fires, bomb threats, and suspected crimes.
· Ensures that emergency equipment and supplies are inspected, tested, and maintained in a state of readiness for emergencies.
· Provides surveillance of problem areas by camera or other means.
· Promotes compliance with college parking and traffic regulations. Directs and controls traffic as needed.
· Responds to emergency situations on campus.
· Responsible for the coordination of building evacuation during fires and bomb threats.
· Responsible for the filing and storage of investigative records and files, Daily Report Logs and other documents, and correspondence pertaining to Campus Police and security.
· Coordinates enforcement policies and resolution of specific student-related disciplinary problems
with the appropriate college officials.
· Acts in the capacity of the police as a member of the Threat Assessment Team in accordance with the Code of Virginia.
· Assists with the preparation of reports for statistical crime data to meet the requirements of the Clery Act. Prepares and submits annually the BRCC Annual Security and Crime Report (Clery Report) to the U.S. Department of Education.
· Responsible for the enforcement of campus parking and traffic regulations and the issuing of citations to violators. Provides support in the issuance of parking passes.
· Provides support in the issuance of College ID’s.
· May conduct intake meetings with parties related to complaints; arrange for provision of supportive measures for students and/or employees; collaborate with Title IX Investigators as necessary.
· Perform duties as a certified basic first aid response and CPR and AED qualified responder.
· Responsible for the replenishment of first-aid supplies and kits campus-wide.
· Assists with the development and review of policies toward further compliance with Title IX and related laws.
· May serve in other Title IX roles
· Provides advice, information and guidance on safety and security issues.
· Acts as a leader or team member to achieve unit initiatives, or takes on special projects as requested.
· Participates in College governance, committee work, special projects and activities as appropriate to a member of the College’s executive staff and is a standing member of the Health, Safety, and Human Resources Committee.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications
REQUIRES:
  • Thorough knowledge of the principles of law enforcement and emergency management and the related governing laws and regulations.

  • Thorough knowledge of the requirements and techniques of law enforcement and crisis management, including crime prevention, investigation, suspect apprehension, disaster management and reporting.

  • Thorough knowledge of federal and state laws and procedures, particularly as they relate to campus safety, security and emergency crisis preparedness.

  • Excellent verbal and written communications skills.

  • Excellent skills in computers, related word processing, and spreadsheet software.

  • Ability to work effectively with others to achieve goals and resolve problems, with an emphasis on customer service.

  • Ability to plan, organize and complete work within prescribed deadlines.

  • Ability to effectively manage multiple tasks.

  • Ability to work cooperatively to resolve discrepancies as they arise.

  • Education and training and/or combination of training/experience equivalent to a two year degree in criminal justice or a related field.

MUST:
  • Possess certification from the Virginia Department of Criminal Justice Services to serve as a duly sworn officer of the law.

  • Possess certification or be able to complete required training to provide basic first aid, including CPR/AED.

  • Qualify in use of a firearm with a minimum score of 80% be trained in the use of OC spray.

  • Maintain National Incident Management (NIMS) training certifications of ICS-100 HE, 200, 300, 400, 700, and 800.

  • Have Valid skillset in Threat Management and Threat Assessment.

  • Possess or be able to obtain a valid Virginia driver’s license.

  • Be able to carry equipment and cover a large expanse of buildings and grounds with numerous steps, on foot.

  • Have experience in the use of public safety/emergency management software; including but not limited to: emergency notification systems, access control, camera surveillance systems, and/or incident reporting.
