Job Description

Under general supervision, supervises and coordinates the daily operations of the Police Records Unit and its staff. Produces regular, complex statistical reports for internal and external dissemination. Serves as a Subject Matter Expert on the records management system (RMS).

Essential Duties

  • Supervises the Records Unit including but not limited to: records management, retention and distribution; records monetary transactions; crime analysis functions as needed; and other duties as assigned.
  • Directly supervises the Police Records Clerks, Student Workers, and other employees as assigned. 
  • Ensures accuracy, completion, and timeliness of the Unit’s activities.
  • Maintains compliance with ACIC/NCIC/ACJIS policies and procedures. 
  • Works closely with the System Security Officer (SSO) and/or Assistant System Security Officer (ASSO) to ensure compliance during FBI/DPS audits (fingerprints, criminal history, etc.).
  • Assists with compiling statistics and creating monthly/quarterly reports, including but not limited to the National Incident-Based Reporting System (NIBRS), Hate Crime Report, Law Enforcement Juvenile Reporting, and other reports as required.
  • Serves as a secondary point of contact for FBI and Arizona Law Enforcement Juvenile Reporting reviews and compliance audits of the department; this includes but is not limited to administrative review, data quality review, and records management assessment. 
  • Assists with DPS tri-annual NIBRS audits.
  • Conducts daily analysis of unit operations, to include evaluating the processing and completion of all police records and statistical reports to ensure accuracy. When errors are found, provides recommendations for corrections.
  • Works closely with the Clery Act/Accreditation Compliance Manager and the Associate Director of Clery Act/Accreditation Compliance during audits and assessments of ASUPD's Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) International Association of Campus Law Enforcement Administrators (IACLEA) accreditation programs. Provides proof of ongoing compliance as requested.
  • Hires, coaches, trains, reviews, supervises and terminates assigned employees within the Records Unit.
  • Provides ongoing feedback administers disciplinary action and conducts performance evaluations. 
  • Supervises work assignments, staff scheduling, and leave approval to maintain quality/quantity standards.
  • Investigates internal and external complaints regarding records personnel and/or procedures and ensures that appropriate corrections or disciplinary actions are taken. 
  • Ensures that all work duties and activities are in accordance with federal, state, university, and department policies and procedures. 
  • Assists with recognizing and reporting errors in records management system (RMS) and other technology programs to Bureau Manager, ASU Business and Finance Information Technology Services, ASU University Technology Office and/or vendors as appropriate. Attempts to triage functionality issues prior to escalating the issue.
  • Monitors progress and ensures that all errors are corrected in a timely manner. 
  • Recommends and implements updates to policies and/or procedures related to the Records Unit, including but not limited to: vehicle tows; vehicle impound hearings; public records requests and release; background checks; records data entry, management and retention; and other ancillary unit processes.
  • Networks with other state police agencies on records laws and technology. 
  •  Attends training, conferences, and seminars to keep current on laws, procedures, and methods regarding Records management.
  • Represents ASUPD

Minimum Qualifications

Bachelors degree in Criminal Justice, Law Enforcement, Business Administration, or a related field AND three years of directly related experience in a law enforcement environment, which includes two years of supervisory experience; OR, any equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved.

Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding, and manipulating a computer mouse (75%); required to stand for varying lengths of time and walk moderate distances to perform work (10%) Frequent bending, reaching, lifting, pushing, and pulling up to 25 pounds (15%) Regular activities require the ability to quickly change priorities, which may include and/or are subject to resolution of conflicts. Ability to clearly communicate to perform essential functions.
