Job Description:

The Brown University Department of Public Safety is a dually accredited (CALEA and RIPAC) department that provides the overall safety and security of the campus community.  Situated physically within the Department of Public Safety, the BUDPS has an immediate need for an outstanding individual to serve as Police Inspector of the Police Accountability and Community Compliance Bureau.  Internally, with the expectation of heightened EQ and IQ proficiency, this position shall maintain oversight of team members within the bureau.  The incumbent will serve as a member of the senior leadership team and may assume command of the department in the absence of the Vice-President for Public Safety, Deputy Chief of Police and Captain of Operations. Essentially, the incumbent will serve as 4th in command of the department.  The Police Inspector serves as the strategic advisor to the Deputy Chief and Vice President for Public Safety and will lead senior leaders across the public safety entreprise to effect positive change and organizational excellence through data-driven decision making.   In the same vein, an aptitude to identify as well as exploit opportunities for continuous functional and process optimization is fundamental to the position.

Collaborating with campus partners as well as external stakeholders, the ability to envision and communicate strategy, towards short & long-term objectives is critical to this position. Furthermore, a capability to effectively manage execution of these strategic initiatives shall be vital for continued success of the bureau, and thereby, the organization.The Police Inspector will lead the newly formed Police Accountability and Community Compliance Bureau.  Under the broad policy guidance of the Vice President for Public Safety and Deputy Chief, this position will assist and collaborate with the Executive Leadership Team in leading and maintaining the overall department's transparency, and accountability, while fostering and maintaining a relationship of trust with the community BUDPS serves. 

This individual will be responsible for the Office of Professional Accountabilty and Community Compliance Bureau, which includes accreditation and compliance, training and talent development, and inspectional services units. 

The BUDPS is a leader in its collaboration with other law enforcement agencies in fostering an environment of public safety. This position requires involvement with various individuals, establishing and employing effective communication methods within and external to the department, and ensuring that the BUDPS is managed in accordance with appropriate laws and regulations. The Police Inspector of the Police Accountability and Community Compliance Bureau also maintains relationships and cooperative working efforts with surrounding law enforcement agencies (local, county, state, and federal), and will place emphasis on developing comprehensive accountability and community compliance strategies.

The Police Inspector will oversee a total of 5-7 personnel. 

Major Responsibility:   Oversight of the Office of Professional Accountability and Community Compliance Bureau

Supporting Actions:

  • Provide strategic leadership and operational control and direction over 5-7 staff in accreditation and compliance, training and talent development, and inspectional services units.     
  • Manage staff by establishing and evaluating strategic group priority and performance expectations; assigning and directing the work of the bureau, applying discipline when necessary.
  • Manage and oversee all data entry into the database, such as Power DMS, Frontline, and IMC records systems.
  • Assist with managing a 100k training budget.
  • Assess training needs, determine training approach, develop course materials and conduct advanced technical training for all department personnel.
  • Conduct ongoing audit/inspections to ensure community transparency and accountability.

Supporting Actions:

  • Collaborate with senior leadership to establish and manage the DPS recruitment processes, including outreach and search plans to align with the University and DPS mission for hiring quality, diverse talent.
  • Oversee the comprehensive onboarding process to ensure DPS employees are welcomed into the DPS family by understanding mission, vision, values, policies and expectations.
  • Oversee training and talent development unit to ensure development of comprehensive program for supervisors and staff at all levels of the organization.   Conduct needs assessment for staff at all levels of hierarchy and establish a comprehensive learning curriculum for each function; manage the learning and development function to match skill sets identified through needs assessment and consultation with department leaders; design and develop programs to suit the learning curriculum and assist with the maintenance and ongoing upgrade of these programs.
  • Lead ongoing training, development, and evaluation programs to strengthen personnel at all levels; develop succession planning and promotion programs.
  • Collaborate with the Director of Advocacy, Engagement, and Communications and other members to execute the Diversity, Equity and Inclusion Plan across DPS.
  • Manage the diversity and inclusion training calendar and update it annually; promote training options throughout DPS.
  • Collaborate with Director of Advocacy, Engagement, and Communications Director of Finance/Administration on diversity, equity, and inclusion programming.
  • Establish strong relationships and partnerships with bargaining unit officials and employees.
  • Provide ongoing support to help create a positive climate focused on a passion for service, respect for individuals, and continuous learning and growth.

Major Responsibility:   Strategic Planning & Process Improvement  

Supporting Actions:

  • Oversee the identification of opportunities to improve effectiveness within DPS.
  • Oversee strategic development and operation of the BUDPS service delivery, focusing on key performance indicators (KPI) to align with the vision, goals, objectives, and risks that inform the investment priorities and growth ofor the BU DPS.   
  • Maintain organizational focus on the DPS Values.

Supporting Actions:

  • Conduct investigations in coordination with other university departments on sensitive matters.
  • Oversee all background investigations for new employees.  
  • Supervises the efforts of department personnel to conduct agency self-assessment and related accreditation activities for two accreditations, CALEA and RIPAC.
  • Supervises the efforts of department personnel to ensure CLERY compliance and the publishing of the department’s annual report, and the Annual Security Report as part of Clery Act compliance
  • Assists in labor/management negotiations as necessary.
  • Fosters communications and cooperation with other law enforcement agencies, departments and personnel
  • Participate in administrative on-call rotation and respond to scenes of major crimes, emergency situations or other critical incidents, providing support or direction of activities as necessary.
  • Serve as a member of BUDPS Police Advisory Board and participate in community outreach and engagement events.

Qualifications:

Education and Experience

Required:

  • Bachelor's degree with emphasis in Criminal Justice, Police Science, Public Administration, Management, or a closely related field.
  • Minimum seven (7) years experience in progressively responsible law enforcement work, including experience in a supervisory or administrative capacity. 
  • Must show a demonstrated interest in self-improvement by taking advantage of educational opportunities in new laws and innovations in law enforcement.
  • Must possess a thorough knowledge of the principles and procedures of modern police science and administration.
  • Must possess a thorough knowledge of all applicable local, state and federal laws.
  • Must possess demonstrated ability to plan, coordinate, assign and supervise the work of a number of subordinates engaged in a variety of police and related activities.
  • Demonstrated ability to adapt to change with ease and readily identify creative alternative solutions.
  • Ability to establish and maintain satisfactory working relationships with community stakeholders, governmental officials, and BUDPS employees.   
  • Ability to communicate effectively with a wide range of individuals both written and verbally.
  • Must have experience in internal affairs, risk management, human resources, and/or public information.  
  •  Must be a State of Rhode Island commissioned officer or able to obtain commission status within one year of employment.

Preferred:

  • Master’s Degree
  • Experience with university policing.
  • Graduate of the FBI National Academy or similar type executive leadership training program
  • Knowledge of Clery and Title IX.
