Under general direction of the Sr. Superintendent, the Plumbing Superintendent will plan, organize, direct and coordinate first response to plumbing and piping emergencies and/or maintenance calls by Plumbers, Sr. Building Maintenance Workers, Maintenance Mechanics, and other Facilities Management (FM) Building Operations staff as needed of all UC facilities and utilities located at the Main Campus, Scripps Institution of Oceanography (SIO), Mount Soledad, MarFac Nimitz Facilities, UCSD Affiliated real estate properties, and Camp Elliott, 24/7/365 days per year.

Oversee the installation, modification, maintenance and overhaul adjustment and repair of building and underground utilities including, but not limited to: domestic water, industrial water, chilled water, high temperature hot water, deionized water, gas, steam, compressed air, lab piping, closed-loop systems, water mains, seawater, sewer, and storm drain piping. Prioritize schedules and supervise campus-wide plumbing system modification repairs and physical reconfigurations. Responsible for quality and quantity of work. Provide guidance to shop team to ensure prioritization and effective planning of urgent jobs and ability to carry out scheduled work.

May manage systems and procedures to protect departmental assets. Manage Underground Utilities which include, but are not limited to: fire suppression systems, chilled water, high temperature water, water and gas mains, sewer and storm drains, and main lines. Direct shop team to secure and safe-off, i.e., lock or block out piping systems on campus and surrounding areas such as: SIO campus, Mount Soledad, MarFac Nimitz Facilities, Elliott Field, and La Jolla Medical Center. Responsible for all emergency building repairs and responses. Plan, organize, direct and coordinate first response for emergency repairs to piping components of the following systems: potable water (hot and cold), industrial water (hot and cold), natural gas piping, chilled water, high temperature hot water and drain, waste and vent systems. Make critical decisions to return Plumbers and FM Building Operations personnel to campus when emergency situations occur with campus piping systems and associated components that threaten campus operations.

Participate in the development and monitoring of policies and procedures related to facility maintenance and customer service. Work closely with internal and external campus customers to plan and schedule all types of plumbing system maintenance, installation, repair and modifications. Recommend hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. Assist in preparation and planning of FM, Building Operation's annual budget. Manage and monitor costs/expenses to remain in compliance with annual allocations. Participate in the design, creation, and reporting of building maintenance, call center and other operational building processes. Provide input including: description, scope and justification of the work and its priority to the Deferred Maintenance Committee. Develop and implement regular security and maintenance schedules and inspections. Coordinate and direct Preventive Maintenance Program projects performed by assigned staff. Ensure continuity of service with minimal interruptions and outages.

Supervise work performed in confined spaces such as overheads, storage tanks, large filters, manholes, tunnels, and cores. Ensure that accepted procedures for dealing with potential hazards are followed by employees. Adhere to policies, procedures and practices for safety and operation instructions. Monitor and promote safe work habits to ensure life safety, health, property and the public's welfare. Immediately investigate and report accidents/injuries on the job, and prepare and submit accident reports according to policy. Maintain proficiency at current level and continually update knowledge through appropriate courses, seminars, publications and contact with others in the trade. Ensure the division remains current in all areas of responsibility through an active program of training and education.

• Must be able to work flexible shifts to manage a 7-day, 24-hour maintenance and surveillance program.

• Graduation from college with a major in business administration, architecture, engineering or related degree with progressively responsible experience in management of Plumbing and piping systems within Facilities Operations; or an equivalent combination of education and experience.

• Experience managing and administering a maintenance and repair operation including budgeting, planning, and supervision of skilled trades and facilities professionals. Supervisory experience including, but not limited to recommending hires, promotions, classifications, disciplinary, dismissal actions, and evaluating performance. Experience effectively following operational and human resources practices.

• Experience working in the areas of building plumbing and piping systems as they relate to chilled water systems, sea water life support systems, compressed air and vacuum systems, potable water (hot and cold), industrial water (hot and cold), natural gas piping, chilled water, high temperature hot water, drainage systems, waste and vent systems, utility distribution systems and planned program maintenance.

• Experience applying engineering fundamentals with respect to building plumbing and piping systems and associated components. Experience in renovation and alteration of building plumbing and piping systems and associated equipment/components. Experience testing and operating backflow preventers, exercising utility valves, and Fire Life Safety systems.

• Solid knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness. Solid knowledge in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial.

• Demonstrated experience planning short and long range maintenance, repair, and renovation of buildings, plumbing and piping systems and associated components.

• Proven experience generating, and presenting work status and detailed reports. Experience monitoring the flow of work orders and purchase requisitions. Experience with operations analysis and quality control analysis.

• Experience reading and interpreting blueprints, sketches and isometric drawings, technical, verbal or written instruction and guidance by trade practices, manufacturer or underwriter specifications.

• Proven experience effectively operating personal computers using a variety of software packages including Microsoft Word, Outlook, Excel, Access, Online Timekeeping, Computerized Maintenance Management Systems (CMMS such as MAXIMO), and Electronic Utility Mapping Systems (ArcGis).

• Experience working in a service-oriented environment subject to frequently changing priorities, using analytical and problem solving skills and sound judgment. Ability to multi-task effectively.

• Excellent communication skills, including verbal and written methods. Ability to proactively and professionally handle a variety of situations at various levels in the University community from line staff, building systems operators, management and faculty.

• Effective interpersonal skills, including active listening, critical thinking, persuasion/ negotiation, mentoring, and leadership/supervision skills.

• DOJ, FBI, and DMV background checks and clearances required prior to hire.

• Must possess and maintain a valid California Driver License and participate in the DMV Pull Program.

• Must be able to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

• May be required to work in the vicinity of labs contaminated with bio-hazardous substances.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
