Position Summary
Coordinates personnel operations for all Library and student employees and Library faculty, as appropriate, under general supervision of the University Librarian. Administers, provides training and coordinates the processing of all Library personnel transactions, including recruitments, appointments, temporary reassignments, terminations, probationary evaluations, annual evaluations and leaves. Serves as a resource for all Library faculty, and staff on personnel transactions, providing options in the best interest of each employee and organization. Works with Library Business Officer to monitor library position numbers and library expenditures including salary increases, terminations, leaves, hires, etc. Reviews personnel procedures and policies and recommends revisions and changes reflective of new library and university policies and forms. Implements personnel programs such as training for supervisors, preparation of evaluations and the evaluation process, New Employee Orientation related to personnel onboarding and procedures, etc. Serves as the primary liaison with Human Resources, Payroll, Risk Management, and Financial Aid offices on personnel matters. Interprets and ensures adherence to union contracts and personnel policies. Ensures the confidentiality of personnel transactions and records.
Position Information
General and Staff Personnel
Serves as the primary assistant to the University Librarian and Associate University Librarian in all Library personnel transactions and about personnel policies and ensures adherence to all collective bargaining agreements affecting library employees. Administers, provides training, and coordinates the processing of all library personnel transactions: recruitments, appointments, temporary reassignments, terminations, probationary evaluations, annual evaluations and leaves, e.g., NDI, IDL, military leaves, FML. Reviews Absence Management. Maintains a calendar of annual and periodic personnel notifications and temporary appointment end dates to ensure appointments and status are current. Serves as a resource for all library faculty and staff on personnel transactions providing options in the best interest of each employee and the organization. Works with the Library Business Officer to monitor Library position numbers and salary expenditures, including salary increases, terminations, hires, leaves, etc. Ensures the confidentiality of personnel transactions and records. Ensures that all University and Human Resources policies and procedures are followed and that in-house procedures are clear and efficient. Serves as the primary liaison with Human Resources and its Payroll Services unit on personnel transactions.
Student Personnel
Maintains archive of student assistant position descriptions. Posts student assistant jobs on Handshake. Serves as liaison with Student Financial Aid. Processes new student assistant hires including E-TRAC appointments, onboarding and orientation. Processes changes in student appointment status and terminations. Ensures student hours worked and payrates are reported accurately in Timesheets.
Faculty Personnel
Enters position information for tenure track and lecturer recruitments in PageUp for posting positions, and generates Job Cards and Offer Cards. Processes new faculty hires including E-TRAC appointments, onboarding and orientation. Processes E-TRAC reappointments, changes in status and terminations.

Minimum Qualifications
General knowledge and skills in personnel management Foundational knowledge of public administration principles, practices, and methods that would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
♦ Working knowledge of general practices, program, and/or administrative specialty. Basic knowledge of and ability to apply fundamental concepts. Working knowledge of budget policies and procedures.
♦ Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty.
♦ Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
♦ Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
♦ Ability to organize and plan work and projects including handling multiple priorities.
♦ Ability to make independent decisions and exercise sound judgment.
♦ Ability to compile, write, and present reports related to program or administrative specialty.
♦ Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.
Preferred Qualifications
• 1-3 years of work experience in higher education, preferably within the CSU.
• Extensive knowledge of and familiarity with Library programs and services, University infrastructure and state regulatory policies and procedures.
• Familiarity with CSUEU and CFA Collective Bargaining Agreements.
• Extensive knowledge of Microsoft Office software programs, PeopleSoft Absence Management, ETRAC, Online Time Reporting and Report Query systems, DocuSign, PageUp Recruitment system, Tracker I-9.
• Excellent oral and written communication skills.
• Advanced organizational skills.
• Ability to plan, organize, coordinate and perform work in complex situations and effectively research and analyze problems and implement solutions.
• Ability to work independently, take initiative, and multi-task.
• Ability to coordinate and complete projects.
• Ability to reschedule work based on shifting priorities.
• Ability to establish and maintain effective working relationships.
• Demonstrated capacity for professionalism, responsiveness and composure under challenging conditions.
Environmental/Physical/Special
Position typically requires working 4 to 5 hours per day at a computer.
