Overview:  

We are seeking to hire a Payroll Manager  who will focus on supporting all payroll functions within the Business Services Directorate at Oak Ridge National Laboratory and managing the staff in the Payroll Services group.   This position resides within the Accounting Operations Division and reports to the Group Leader of Payroll and Payment Services.

Major Duties/Responsibilities: 

  • Performs all duties pertaining to managing staff in the Payroll Services department including performance objectives and reviews and any other tasks relating to direct reports.
  • Applies effective analytical and problem-solving skills to issues in payroll area and helps to find and facilitate effective solutions.
  • Responds to inquiries and ad hoc reporting requests of a time sensitive nature for the Leadership Team as needed.
  • Works with Human Resources (HR), SAP Functional Staff and other groups within Accounting Operations on evaluating, implementing, documenting, and monitoring of effective internal controls, procedures, and processes.
  • Leads effort to implement new financial systems and processes as needed.
  • Monitors, reconciles, and manages Payroll related GL Accounts.
  • Documents and monitors adjustments requiring special handling.
  • In conjunction with HR and Office of General Council (OGC), implements employee repayment agreements as required.
  • Tracks and monitors employee repayments of prior years’ income, preparing and filing any necessary 941-X reports with IRS in a timely manner.
  • Manages the ETTRA process for domestic off-site assignments including relevant tax calculations.
  • Monitors cross training within the department and adjusts areas of responsibility for staff member to ensure adequate coverage.
  • Prepares written documentation to establish new and/or revise existing internal operating procedures as requested.
  • Interfaces with DOE, Inspector General, internal, and external audit staff in support of financial statement audits and other requests for data.
  • Responsible for any A123 testing, documentation, and risk evaluation as required.
  • Works with management, Functional Analysts, and IT programmers to address system requirements, identify and implement enhancements, and address issues as encountered.
  • Manages process of testing for support packs in SAP as required.
  • Effectively works as a member of a team while maintaining a positive and willing attitude, and performs in a customer service-oriented manner
  • Remain current in knowledge of laws and regulations as it relates to payroll including payroll tax
  • Identify and implement process improvements and efficiency opportunities.
  • Participate or complete special projects as assigned.
  • Ensures compliance with environment, safety, health, and quality program requirements.
  • Maintains strong commitment to the implementation and perptuation of values and ethic.

 

Basic Qualifications:

  • A bachelor’s degree in accounting, finance, or a business-related field
  • 10-12 years of relevant experience in payroll and management of payroll operations or related field  
  • A working knowledge of regular rate of pay.
  • Excellent attention to detail and well-developed written and oral communication skills are required. 
  • Strong analytical and problem-solving skills are essential.
  • Must be a self-starter and take ownership of processes and deliverables.
  • Requires proficiency in applying accounting principles, policies, and procedures.
  • Position requires good human relations skills that promote effective and positive interactions with a diverse group of others, both internal and external to company.
  •  Candidate should have the ability to become familiar with the ORNL accounting system and external business applications to proficiently perform responsible tasks.

 

Preferred Qualifications:

  • Degree in Accounting along with knowledge of UT-Battelle and DOE accounting systems, policies, and procedures is desired.
  • Experience with Payroll processes including  managing payroll departments.
  • Experience with SAP, Success Factors, and other software applications is preferred. 
  • APA Certified Payroll Professional certification is desired.

  • Maintains knowledge of applicable laws and regulations.
  • Proficient use of UT-Battelle and DOE accounting systems to ensure efficiency and compliance.
  • Works effectively with others, both internal and external to ORNL.
  • Effective and efficient resolution of problems and/or issues that arise.
  • Keeps supervisor informed of any that arise which may have an impact on successful and/or compliant operations.
