The primary purpose of the Parking Services Enforcement Officer position is to assist with and coordinate multiple parking-related functions to ensure day-to-day parking services operations are successful. The Parking Services Enforcement Officer is responsible for enforcing all parking regulations in compliance with applicable rules and regulations across the University of San Diego campus. This position will provide excellent customer service to the USD community and visitors to campus. Actively patrol the campus parking lots and structures both on foot and while driving the department vehicle, which is equipped with License Plate Recognition (LPR) software, to identify parking violations and issue parking citations. Works independently to maintain enforcement and lot reading expectations. Provide assistance to stakeholders, Parking Services Coordinator, Field and Office Supervisor and/or Assistant Director with Special Events and various projects pertaining to the USD campus community parking requirements.

Duties and Responsibilities:

Parking Field Operations:

  • Under general supervision, the enforcement officer monitors and patrols (on foot, by golf cart, or by vehicle) campus parking areas to enforce University parking regulations, manage parking facilities, and provide assistance to the campus community
  • Ensures vehicles are parked in their designated areas with valid e-permits.
  • Utilize License Plate Recognition software for parking violations. Issue warning notices and detailed citations as required using electronic citewriter and LPR tablet
  • Prepares detailed documents and reports concisely and legibly with excellent recall and attention to detail.
  • Assists with traffic control and provides directions for on and off campus locations, sign and barricade placements, and clearance of traffic hazards.
  • Collect, prepare, and deposit revenue from 28 Flowbird pay-by-plate meters.
  • Work with the parking operations office to review, research, and confirm customer parking accounts and vehicle permissions.
  • Provide general campus information and assistance to university students, staff, faculty, administrators, guests, and visitors; handle parking and traffic complaints and concerns of the campus community and guests with tact and diplomacy.
  • Provide backup coverage in the entrance kiosks as necessary. This includes issuing daily permits to visitors as necessary and providing general campus information and directions, all while maintaining a high level of customer service.
  • Maintain communication with the Parking Services Office by using 2-way radios and mobile phone parking applications, ensuring that all requests from the office are handled promptly and effectively.
  • Act as a supervisor on duty once the Parking Services Office has closed, assisting all employees working after hours as necessary. This may include training new employees, ensuring that all golf carts are clean and ready for the next day, and ensuring that all field employees have the necessary supplies for the following day.
  • Ensure that the following day's cones, barricades, preparing and placing signs as necessary. Utilize the Event Management (EMS) system to monitor parking requests.
  • Utilize various parking system databases to facilitate answering questions from enforcement staff and authorizing vehicle tows after hours.
  • Oversee daily operation and maintenance of department hardware and software, including but not limited to troubleshooting of parking enforcement equipment, pay stations, meter collection, and electronic message board.
  • Clean and maintain department vehicles
  • Maintain a clean and professional appearance, as outlined in the Enforcer/Student Employee Uniform Description.
  • Assign parking employee’s schedules and assignments to reflect daily parking and event requirements, in the absence of the field service supervisor.
  • Train and supervise student and contract workers, including enforcement and greeter positions, in accordance with USD service standards. Assign work (including placement of cones, signs, and barricades) to enforcers based on the Daily Parking Report.
  • Provide backup general office support as needed, including but not limited to answering phones and handling questions from faculty, staff, and students as necessary.
  • Work with facilities management and outside contractors to coordinate painting and/or repairs to USD parking areas.

Technology:

  • Support daily operation and maintenance of department hardware and software, including troubleshooting parking enforcement equipment, pay stations, and meter collection.
  • Maintain use and operation of department issued Body Worn Camera systems, keep actions videotaped, and download recordings at the conclusion of each shift.
  • To resolve web-based and maintenance issues, provide training and technical support to current, new, and student staff for T2/NuPark, Flowbird pay-by-plate meters, ParkMobile, and Blink EV charging stations. Provide computer-based support in diagnosing peripherals such as License Plate Readers (LPR) and Samsung handheld units to provide technical support to end users of the applications.
  • Perform real-time testing of T2/NuPark’s computer system to find and fix software bugs (errors) and to ensure functional readiness.
  • Review payment information on ParkMobile Judicial, Pay-by-Plate meters (Flowbird), and mySmartfolio for pay meter status and function information.

Other duties as assigned.

Special Conditions of Employment:

  • Usual work hours are between 7 a.m. to 7 p.m. However, must be able to work flexible hours, including occasional overtime, evenings and weekends, as needed.
