Primary Purpose of Organizational Unit
The UNC Chapel Hill Department of Transportation and Parking is an essential part of UNC Chapel Hill and is responsible for coordinating all traffic, parking and transportation services for UNC Chapel Hill’s campus. The department strives to provide a high level of service to students, employees and visitors who work, live, and visit the University and UNC Health Care System. Transportation & Parking (T&P), partners with stakeholders and customers to manage this key University infrastructure system effectively and efficiently balancing limited resources and the diverse needs of the campus community. The department manages 10 parking decks and 160 surface parking areas with approximately 23,000 parking spaces providing employee, student, patient/visitor, and event access to the UNC campus. The University and UNC HealthCare System rely on a multi-modal transportation system that is heavily dependent upon local and regional transportation to provide access to the campus and hospitals. UNC partners with local and regional transit agencies to provide fare free at boarding local transit and subsidized regional transit opportunities for employees and students. T&P services and partners include Chapel Hill Transit, Triangle Transit Authority, Piedmont Area Rapid Transit, and Chatham Transit Network in addition to the UNC P2P Express and P2P On-Demand services. T&P also offers a UNC Commuter Alternative Program (CAP), that incentivizes commuting opportunities including off-campus park & ride with frequent transit, carpool, vanpool, and car rental options. T&P plans, manages, and implements traffic, transit, and parking services on a daily basis and during major campus events such as large-scale athletic events, performing arts, Commencement, and VIP visits occurring at UNC.
Position Summary
This position is the Supervisor of the Parking Maintenance division of Transportation & Parking. This position provides strategic maintenance management and coordination of parking assets. The position provides direction and supervision for the parking maintenance staff and facilities maintenance activities consisting of general maintenance, masonry, carpentry, paint, signage, lighting and electronics. This position is also responsible for managing all construction staging and access needs that impact parking. 
This position is responsible for repair and maintenance of all T&P parking decks and parking lot facilities and gate equipment and the cash management system valued at more than $500 million dollars. These facilities include more than 10 parking decks with 9,700 spaces, and 200 surface parking lots with 12,600 spaces. This position is responsible for the maintenance and upkeep of the Parking Access Revenue Control System ($7M) equipment that includes gates, pay stations, and cashiering equipment. This position is responsible for ensuring that all parking facilities are in good repair, clean, well-lit, free of trip and fall hazards. This position initiates and manages work orders as needed and acts as department liaison on multi-million capital projects. This position coordinates construction staging for all projects on campus working with Facilities Project Managers to accommodate access for capital projects. This position manages three shifts of workers who complete maintenance and cleaning duties for parking facilities.
Minimum Education and Experience Requirements
High school diploma or equivalency and two years of experience in trade(s) areas assigned; or equivalent combination of training and experience.
Required Qualifications, Competencies, and Experience
The position will require knowledge of emerging and sustainable technologies related to transportation and parking to create cost savings and other efficiencies within the transportation and parking system. 
Thorough knowledge of general maintenance, repair, and construction techniques and of the tools, methods, practices, materials, equipment, used in the building, grounds and mechanical trades. 
 
Ability to estimate repair and construction project cost. Ability to interpret building and mechanical layout plans and specifications for required work. Ability to learn and operate computer software programs including Microsoft office, excel and word programs; electronic meter and parking equipment programmers; and parking management software programs. 
 
Successful completion of the electronic parking control maintenance and repair certification program must be accomplished within 90 days of employment. North Carolina class C operator’s license.
Preferred Qualifications, Competencies, and Experience
Experience in construction project management is preferred, as well as maintenance, mechanical, and structural expertise. 
Experience in a large-scale parking operation and parking access revenue control systems preferable within a university environment. 
Supervisory experience.

Special Physical/Mental Requirements
Transportation and Parking is an Emergency Function 1, and this position reports to duty in adverse weather and to any campus emergency as directed. 
Physical requirements range from climbing ladders, working overhead, ability to move/lift 100+ pounds, pulling, and bending, to shoveling snow, sand or gravel and digging postholes. 
The employee works in parking decks and lots and works in a shop-office environment. The employee must be alert while in the parking deck because of the high volume of vehicles and pedestrians traveling through the facility during working hours. The employee must travel the entire campus and off-campus areas checking on conditions and work performed at all the parking facilities. 
The employee must work in cold, wet, and freezing conditions during winter and hot, humid and sunny during summer.
