Job Summary 

Reporting to the Parking Manager, the Parking Enforcement Officer will enforce the Caltech parking regulations on the Caltech campus. Regular enforcement patrols will be conducted in all campus parking lots, structures, loading docks, roadways, fire lanes, and other parts of campus that are accessible by vehicle. Patrols will be conducted on foot, or in a patrol vehicle and/or bicycle. Enforcement will be carried out by way of issuing tickets, warning notices, vehicle tows, or other action as directed.


Essential Job Duties
  • Issue parking citations and warnings for violation of parking regulations.
  • Check each vehicle for proper use of parking permits, and to verify that the parking permits are current and valid.
  • Assist with traffic control and giving directions.
  • Locate and report abandoned vehicles.
  • Place barricades and control parking usage at designated locations and for special events.
  • Place signage for lot closures and temporary No Parking zones.
  • Assist with cash collection from the parking pay stations.
  • Perform minor maintenance and testing on the parking pay stations as directed by the Parking Coordinator.
  • Monitor the campus parking facilities for needed maintenance and upkeep. Report outstanding maintenance issues to the Parking Coordinator.
  • Use a two-way radio to communicate with other officers, using department radio codes.
  • Assist campus community members with vehicle problems such as dead battery, flat tire, and locked keys inside vehicle. 
  • Prepare a detailed log of daily work activity for each shift worked.
  • Prepare written reports on suspicious person(s) in parking areas, unlawful/unauthorized activity, situations involving a confrontation/complaint, and when you feel your safety is at risk in a situation.
  • Respond to major campus emergencies as directed by Security Administration. May serve as back up to Security Officers, as directed.
  • Ensure proper usage and safe keeping of all Institute equipment that is issued and used.
  • Perform other duties as assigned.

Basic Qualifications:    
  • Must be a High School graduate or hold a GED equivalence certificate.
  • Excellent verbal and written communication skills to communicate effectively with all members of the Caltech community.
  • Must possess BSIS guard card certification upon hire.
  • Must possess basic computer skills including word processing, e-mail and database input. 
  • Maintain an acceptable attendance record, punctuality and meet established deadlines.
  • Participate in training sessions and seminars, as directed.
  • Ability to communicate in a professional, courteous, and respectful manner.
  • Must be able to conduct the Parking Enforcement Officer activities as outlined in the job description. Including being able to lift 20 lbs on a consistent regular basis.
  • Must be able to walk, climb stairs, bend, and reach continuously during the course of the shift. Must be able to respond to emergencies, which may involve running up to 5 blocks across campus, around obstacles and climb up to 9 flights of stairs.
  • Maintain a functional awareness of the typical hazards of the workplace as well as the special hazards that may be encountered at the Institute such as biohazards, radiation, chemicals, etc. Follow established procedures for dealing with such potential hazards.
  • Promptly report accidents on the job, prepare and submit incident reports.
  • Ability to work an alternative work schedule 4/10 (weekends, non-standard hours, holidays, student events, and other campus-wide special events including but not limited to commencement). 
  • Ability to spend long hours on foot patrol while enforcing parking regulations in parking areas.
  • Ability to patrol in all types of weather.
  • Exhibit a positive professional attitude toward coworkers, visitors, and the campus community. Perform in a team-oriented, collaborative environment.
  • Must be able to remain objective in dealings with the campus community and visitors.
  • Ability to interact with a diverse group of individuals at all organizational levels in a manner that is courteous, respectful, helpful and friendly.
  • Maintain confidentiality concerning Institute matters and maintain an atmosphere of professionalism.
  • Must have valid CA Driver’s License upon hire; and be able to maintain it throughout the course of employment.  Must be able to drive Institute vehicles.
  • Must be eligible and be able to adhere to the Institute’s Motor Vehicle Use policy.
  • Must have, or obtain within 30 days from hire, a Red Cross Standard First Aid Certification.
  • Must have, or obtain within 30 days from hire, a CPR Certification. 
  • Must be able to successfully pass all applicable clearances. Must quickly obtain and exhibit a thorough geographical knowledge of the campus.

Preferred Qualifications
  • Knowledge of the Caltech campus and community is strongly preferred.
