Job Summary

The UCSF Office of Environment, Health and Safety (EH&S) provides safety and compliance guidance to all UCSF operations and facilities, including activities across both the Campus and the Health System. Under formal Memorandums of Understanding (MOUs) with both the Office of the State Fire Marshal (OSFM) and the Office of Statewide Health Planning and Development (OSHPD), EH&S Fire and Life Safety Team staff perform plan review, construction inspections, existing building inspections and other work on behalf of OSFM and OSHPD, providing reviews and code enforcement on behalf of the agencies. Other EH&S staff provide expert consultation and other services related to biosafety, chemical safety, radiation safety, workplace safety and ergonomics, industrial hygiene, environmental protection and spill response. The EH&S Office reports ultimately to the Chancellor, through the Associate Vice Chancellor for Research Infrastructure and Operations, the Vice Chancellor for Research and the Executive Vice Chancellor & Provost.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

This position serves as the recognized UCSF subject matter expert on fire safety in healthcare facility design and construction.  Under the terms of a formal Memorandum of Understanding (MOU) between UCSF and the California Office of Statewide Health Planning and Development (OSHPD) Facilities Development Division (FDD), the incumbent serves as an OSHPD-Designated Campus Fire Marshal (DCFM) to act on behalf of OSHPD to review and approve construction plans, and to inspect construction in progress, for compliance with Title 24 California Building Standards Code and related fire safety requirements.  If workload justifies recruitment of additional OSHPD-designated staff, this position will guide those subordinate staff in providing such support to construction projects.  Oversees planning and development of new programs in response to changing regulations.  Receives assignments in the form of broad objectives, and determines how to use resources to meet schedules and goals. Proactively assesses fire and life safety risks, and proposes, develops, and oversees implementation of policies and procedures to assure awareness of and compliance with UCSF and regulatory requirements. 

The OSHPD-DCFM operates with broad authority as determined by the Lead Designated Campus Fire Marshal to review and provide “fire safety clearance” of construction plans and to perform construction inspections, particularly within UCSF Health facilities.  The OSHPD-DCFM actually serves as the enforcing agency for construction fire and life safety issues in UCSF hospitals and licensed clinics regulated by OSHPD.  In addition, the position interacts with, and represents the campus to, municipal fire departments and regional and state fire safety agencies. 

This position is key member of the EH&S Fire and Life Safety Team, serving as the subject matter expert for healthcare facility fire and life safety issues. The OSHPD-DCFM creates and implements programs, directs program development, provides compliance consultation, and is the UCSF expert associated with fire prevention codes, policies, laws, and regulations within OSHPD regulated facilities. This position provides mentoring and technical guidance to other “Designated Campus Fire Marshals” (DCFMs) on the EH&S Fire and Life Safety Team. 

Required Qualifications

• Bachelor's degree (BA/BS) in  Fire Protection or Fire Science, engineering, chemistry, physics, and architecture or related field

Or

• A.S. degree in Fire Protection or Fire Science, engineering, chemistry, physics or architecture equivalent and two (2) years of equivalent related work experience / training. 

Or

• Four (4) years of equivalent related work experience / training. 
• Additional qualifying experience may substitute for education on a year-for-year basis related area and / or equivalent experience / training
• Completion of OSFM Fire Prevention 2B “Interpreting the UBC and CBC” course or equivalent courses
• Ten (10) or more years of relevant work experience
• Two (2) years of recent, full-time hospital construction plan review and inspection experience       
• Four (4) or more years of recent experience performing full-time plan review and/or technical inspection or supervision of general construction projects for fire and life safety compliance in a public or private fire prevention agency.  At least two years of the qualifying experience must have involved the construction of health facilities projects
• Two (2)  years of experience in the California state service performing the duties of a Fire and Life Safety Officer I (Health Facilities Construction)
• Designation as “Designated Campus Fire Marshal (DCFM)” by the Office of Statewide Health Planning and Development (or ability to attain this designation within 3 months of hire as a condition of employment)
• Completion of OSFM Fire Prevention 2B “Interpreting the UBC and CBC” course or equivalent courses
• Valid California Class C Driver License
• Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations including the California Health & Safety Code - Titles 8, 19, and 24, California Building Standards Codes including California Building Code, California Fire Code, California Mechanical Code, California Electrical Code, California Plumbing Code and NFPA standards in the areas of fire protection, life safety and panic safety
• Expert knowledge in the application of fire protection engineering, safety engineering, loss prevention and risk management principles
• Advanced written, verbal and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment
• Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints
• Expert skill to effectively represent the organization to local, state and federal authorities, and community groups
• Expert skill to appropriately use technology and relevant scientific equipment as required
• Proven knowledge and expertise in the management of programs and personnel delivering technical and emergency services
• Significant experience performing a combination of fire prevention inspections, plan review, and construction inspections in a California local or state entity responsible for fire and life safety code and regulation enforcement
• Proven experience in the creation, development, and implementation of effective programs, projects, and initiatives to meet assigned goals
• Proven organizational and customer service skills to effectively manage multiple priorities
• Skill to effectively communicate with diverse constituencies and senior campus management. Proven and solid communication skills including: verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills
• Proven skills to quickly evaluate complex issues, identify resolution, and create effective written, comprehensive analyses with recommendations

Preferred Qualifications

• Designation as “Designated Campus Fire Marshal (DCFM)” by the Office of the State Fire Marshal
• Valid OSHPD “A” license
• Proven management expertise to effectively lead and direct subordinate professional staff in different programs. Solid interpersonal skills to effectively motivate others, skilled in facilitation, managing, coaching, and relationship building
• Experience in managing and approving fire, life and panic safety provisions for large special events

License/Certification

• Valid California Class C Driver License
• Designation as “Designated Campus Fire Marshal (DCFM)” by the Office of Statewide Health Planning and Development (or ability to attain this designation within 3 months of hire as a condition of employment)
