Department Overview

The Oregon Pediatric Improvement Partnership (OPIP) www.oregon-pip.org supports a meaningful, long-term collaboration of stakeholders invested in child health care quality, with the common purpose of improving the health of all children and youth of Oregon. OPIP staff and projects are focusing on building health and improving outcomes for children and youth by:

  • Collaborating in quality measurement and improvement activities;
  • Supporting evidence-guided quality activities;
  • Incorporating the patient and family voice into quality efforts;
  • Informing policies that support optimal health and development.

OPIP is a soft funded program that receives funding through grants and contracts that support projects and consultation that aim to improve the health of children in Oregon. OPIP is currently leading a number of projects implementing novel improvements focused on young children and children with health complexity.


Function/Duties of Position

This position is responsible for managing and distilling the findings from quality and population health data that OPIP collects, receives and uses in improvement efforts at the practice, community, health system and state level. Quality data assesses primary care, integrated behavioral health, and specialty behavioral health. Data sources include primary care practice office systems and reports, practice level EHR and tracking data, claims data, community based provider data, and health system administrative data. Population health data includes community level data derived from various sectors.

A key part of this position is then supporting distillation, summary and use of the data to inform front-line improvement, health system improvement (including payment reform) and state-level policy improvements.

A passion and interest in improving care for children is required, with experience in quality measurement and improvement efforts focused on young children, integrated behavioral health, and specialty behavioral health preferred.


Required Qualifications
  • Master's Degree in relevant field AND 3 years of relevant experience OR Bachelor's Degree in relevant field AND 7 years of relevant experience.
  • Passion and commitment to improving the health of children in Oregon.
  • Experience with data derived from administrative claims data or primary care practice data.
  • Knowledge of health systems and ways in which quality and population health data is used.
  • Quick ability to assimilate fast paced information
  • Flexibility in work tasks that arise each week.
  • Ability to write and communicate effectively and understand various stakeholders information needs and tailor information to them,
  • Excellent management, interpersonal and administrative skills for assisting in the day-to-day operation of complex and multiple projects.
  • Excellent organization and prioritization skills.

Preferred Qualifications
  • Experience with data collection specific to birth to five and early childhood developmental services in health care.
  • Experience with measurement of behavioral health (included integrated behavioral health) for children.
  • Experience with guiding improvement with CCOs or OHA.
  • Knowledge and experience of Oregon's CCO incentive metrics.
  • Knowledge and experience of about pediatric early childhood developmental services.
  • Knowledge and experience of about behavioral health services.
